140 <br /> <br />COUNCIL CHAMBER - November 18, 1985 <br /> <br /> Council met in regular session on this date with <br />the following members present: Mr. Barnes, Mr. Buck, <br />Dr. Gunter, Dr. Hall. Absent: Mrs. Gleason. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />minutes of November 4th were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING: STREET LIGHT POLICY <br /> <br /> Mr. Hendrix outlined the present policy for installa- <br />tion of street lights. After receiving a request the <br />Traffic Engineer sends a sketch of the proposed location <br />of the lights and a petition to the requesting party. The <br />petition is signed by all affected parties, and if 60% are <br />· n favor, lights are installed as funds are available. <br />Mr. Hendrix stated that the present policy, though con- <br />sistently applied, has not been put in writing, and following <br />Council review, will be. <br /> <br /> Ms. Baltimore of 1602 E. Market Street, stated that <br />her street is dark and there are numerous cases of <br />vandalism. <br /> <br /> Ms. Viola Determan stated that her basement and car <br />have been broken into and the police recommended that a <br />street light be installed. <br /> <br /> Mr. and Mrs. Knight stated that they have had items <br />stolen and the police told them that a street light should <br />be installed~because the neighborhood was too dark. <br /> <br /> As there were no other speakers, the public hearing <br />was closed. <br /> <br /> Mr. Buck stated that the public hearing and Council <br />review had been precipitated by a complaint made by a <br />citizen who was opposed to a street light. <br /> <br /> Dr. Gunter made a motion to approve the policy as <br />outlined by Mr. Hendrix, Dr. Hall seconded the motion and <br />it was unanimously approved by Council. <br /> <br />APPOINTMENTS: BOARDS AND CO~4ISSIONS <br /> <br /> On motion by Dr. Gunter, Dr. Charles Gleason was <br />unanimously reappointed and Dr. Jerry Saffer and Mr.. Michael <br />Seminak were appointed to serve three-year terms on the <br />Community Attention Home Advisory Board. These terms will <br />expire on September 7, 1988. <br /> <br /> .On motion by Dr. Gunter, Ms. Jane Saunier was unani- <br />mously reappointed to a three-year term on the Jefferson <br />Area United Transportation (JAUNT) Board. This term will <br />expire on October 1, 1988. <br /> <br /> On motion by Dr. Hall, Ms. Jo Tyler was unanimously <br />appointed to fill an unexpired term on the Monticello Area <br />Community Action Agency Board. This term will expire on <br />July 1, 1986. <br /> <br /> On motion by Dr. Hall, Mr. John Shortall was unanimously <br />appointed to a three-year term on the Vendor Appeals Board. <br />This term will expire on August 31, 1988. <br /> <br /> <br />
