142 <br /> <br /> Mr. Dave Baldwin, from the Housing Authority, stated <br />that the Virginia Housing Development Authority has some <br />requirements regarding the program, one being that <br />borrowed funds cannot be used for a downpayment, though <br />a deferred loan was acceptable. <br /> <br /> The matter was deferred until staff has investigated <br />the issue of charging interest and whether VHDA Would allow <br />it. <br /> <br />APPROPRIAIlON: $50,000 PERINATAL NUTRITION AND'EDUCATION <br />SERVICES PROGRAM (2nd reading) <br /> <br /> The $$0,000 appropriation for the Perinatal Nutrition <br />and Education Services Program which was offered at the <br />meeting of November 45h, was approved by 'the following <br />vote. Ayes: Mr. Barnes, Mr. Buck, Dr. Gunter, Dr. Hall. <br />Noes: None. Absent: Mrs. Gleason. <br /> <br /> WHEREAS, the Commonwealth of Virginia, acting through <br />and on behalf of the Thomas Jefferson Health District <br />desires to contract with the City of Charlottesville for <br />the employment of two employees for the balance of the <br />current fiscal year (and, subject to future appropriations <br />of funds, for future years) to operate a program within <br />the Health District to improve perinatal nutrition and to <br />educate parents and expectant parents about the nutrition <br />of their infants; and <br /> <br /> WHEREAS, the Commonwealth has agreed to reimburse the <br />City for the cost of salaries, fringe benefits and other <br />ancillary expenses for the employment of such employees, <br />up to a maximum amount of $$0,000 for the current fiscal <br />year; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that a sum sufficient not to <br />exceed $50,000..00 is hereby appropriated to expenditure <br />account 11-42070 in the Grants Fund for the costs incurred <br />by the City pursuant to the aforesaid contract for the <br />perinatal nutrition and education services. Such appropriation <br />shall be subject to 100% reimbursement from the Commonwealth <br />of Virginia. <br /> <br />APPROPRIATION: <br /> <br />(2nd read~'ng) <br /> <br />$10,000 <br /> <br />WATER FUND - RENT CLAIM SETTLEMENT <br /> <br /> The $10,000 appropriation for the rent claim settle- <br />ment which was offered at the meeting of November 4th, <br />was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Dr. Gunter, Dr. Hall. Noes: None. Absent: <br />Mrs. Gleason. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $10,000 is <br />hereby appropriated from the unappropriated balance of <br />the Water Fund to expenditure, account 02-11010 t'o be <br />paid in settlement of the claim of George A. and Hazel J. Cason, <br />for rent on property at the South Rivanna Reservoir, dating <br />back to 1968. <br /> <br />APPROPRIATION: ADJUSTMENT - SCHOOL CONSTRUCTION FUND <br /> <br /> Mr. Hendrix stated that this appropriation adjustment <br />would close out the school construction programs in order <br />to apply for Literary Fund loans. Mr. Hendrix stated <br />that excess funds would be returned to the capital fund. <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the <br />Adjustment Appropriation for the School Construction Fund <br />was offered and carried over to the next meeting for consideration. <br /> <br /> <br />
