easement and lighting on the alley, but that the ordinance <br />now provided for these conditions. <br /> <br /> Mr. Roger Wiley, City Attorney, stated that the ordinance <br />accomplished Council's intent. <br /> <br /> Mr. Buck commended the developers for working out the <br />pedestrian easement. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING <br />A PORTION OF AN ALLEY BETWEEN BRANDON AVENUE AND MONROE LANE" <br />was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 86-87 <br /> <br /> Mr. Hendrix stated that a public hearing had previously <br />been held on physical projects and was now being held for social <br />programs. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated <br />that $68,000 was recommended to be spent in the following areas: <br />Independence Resource Center, Jefferson Area Board for Aging, <br />Housing Counseling (MACAA), Race and Education Project ~PVCC/MACAA). <br /> <br /> Responding to a question by Mr. Barnes concerning how the <br />Social Development Commission felt the Housing Coordinator for <br />MACAA would work with the Assistant City Manager for Human <br />Resources, Mr. Huja stated that the positions would complement <br />each other. <br /> <br />As there was no one to speak the public hearing was closed. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gieason, the <br />allocations as recommended by the Social Development Commission <br />were unanimously approved. <br /> <br />PUBLIC HEARING: AMENDING CHARTER OF RIVANNA WATER & SEWER AUTHORITY <br /> <br /> Mr. Hendrix stated that revisions in the Rivanna Water & <br />Sewer Authority charter were necessary in order for the Authority <br />to refund a debt. <br /> <br /> Mr. Harry Marshall, representing Rivanna Water & Sewer <br />Authority, stated that no line of demarcation had been made <br />between the lines of authority between Rivanna Water & Sewer <br />Authority and the Albemarle County Authority in the charter <br />and that a provision concerning Rivanna Water & Sewer Authority <br />being limited to wholesaling water and sewer treatment needed <br />to be included. Mr. Marshall stated that the provisions had <br />been approved earlier in the day by the Albemarle County Board <br />of Supervisors. <br /> <br />As there was no one to speak the public hearing was closed. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the revisions <br />to the Rivanna Water & Sewer Authority charter were unanimously <br />approved by Council. <br /> <br />PUBLIC HEARING: CLOSING OF MEDIAN STRIP AT HILLCREST AND 250 BYPASS <br /> <br /> Mr. Costner, representing the Birdwood ~Road neighborhood, <br />stated that he had polled the neighbors and three out of four <br />were in favor of leaving the median strip at Hillcrest and 2S0 <br />Bypass open. <br /> <br /> Mr. Hugh Paylor of Hillcrest Road stated that closing <br />the median WoUld be hard on the residents and'would delay <br />emer.gency vehicles. <br /> <br /> Mr. David Lee spoke against closing the median as he felt <br />it is easier to see and judge the speed of traffic at the <br /> <br /> <br />
