156 <br /> <br /> Mr. Gary O'Connell, Deputy C~ity Manager, stated <br />that staff was proposing to purchase liability insurance <br />for certain areas except automobiles and proposing to <br />self-insure in other areas. Mr. O'Connell listed the <br />following staff recommendations: 1) appropr~iate $746,812 <br />for insurance, 2) use $293,827 of the appropriation ~to <br />purchase traditional insurance and $453,975 to set up <br />a risk management program, 3) authorize staff to buy <br />insurance and set up self-insurance, and 4) authorize <br />staff to search for umbrella coverage. <br /> <br /> Mrs. Gleason questioned if better rates could be <br />obtained by combining with Albemarle County. <br /> <br /> Mr. Hendrix 'stated that the insurance interests <br />for the two localities were different and that it would <br />not be a cost savings. <br /> <br /> Mr. Wiley stated that through the Virginia Mun~idipa% <br />League several communities were combining insurance on a <br />cooperative basis, but that several needed to be involved <br />in order for a significant savings to b'e realized. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the' <br />$746,812 appropriation for insurance was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: REZONING MCINTIRE SCHOOL PROPERTY ON 2S0 BYPASS <br />FROM R-1 TO R-1 PUD (PLANNING UNIT DEVELOPMENT) C2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND THE <br />ZONING DISTRICT MAP INCORPORATED BY REFERENCE IN SECTION <br />31-4 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS <br />AMENDED, BY CHANGING TO THE PLANNED UNIT DEVELOPMENT ~PUD) <br />ZONING CLASSIFICATION PROPERTY KNOWN AS THE MCINTIRE SCHOOL <br />SITE" which was offered at the meeting of December 2nd <br />was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br />OTHER BUSINESS <br /> <br /> Mrs. Gleason made a motion to request that the <br />Albemarle County Board of Supervisors deny the rezoning <br />of property on Fontaine Avenue for the following reasons: <br />1) Fontaine Avenue is inadequate to handle present and <br />proposed traffic; 2) it would have significant impact on <br />the adjacent residential neighborhood; 3) there is already <br />significant business zoned land for neighborhood commercial; <br />and 4) it would have a significant impact on one of the <br />nice entrances to the City and University. Dr. Hall <br />seconded the motion and it was unanimously approved by Council. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr'.
