163 <br /> <br />MAYOR'S OFFICE January 21, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, <br />Dr. Gunter, Dr. Hall. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Council <br />voted to meet in executive session to discuss personnel matters <br />as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of <br />Information Act. <br /> <br />COUNCIL CHAMBERS January 21, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, <br />Dr. Gunter, Dr. Hall. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />minutes of January 6th were approved as presented, with Dr. <br />Gunter abstaining. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />minutes of January 8th were approved as presented, with Dr. <br />Gunter abstaining. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of January 14th were unanimously approved as presented. <br /> <br />PUBLIC <br /> <br /> Dr. Joseph Mooney of 201 Sunset Avenue appealed to Council <br />to support his neighborhood in their opposition to the site <br />plan for a playground submitted by the Seventh Day Adventist <br />Church on Jefferson Park Avenue, and to consider the issue as a <br />special permit subject to review and approval by the P. lanning <br />Commission and Council. Dr. Mooney also requested Council's <br />advice on ways the matter could be kept out of court. <br /> <br /> Mr. Buck stated that a report on the matter was .being <br />prepared by staff and no action would be taken until after <br />the report was reviewed by Council. <br /> <br />APPOINTMENT: DIRECTOR OF FINANCE <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Ms. <br />Rita Scott was unanimously appointed as Director or'Finance <br />for the City. <br /> <br />APPOINTMENTS: BOARDS AND COmmISSIONS <br /> <br /> On mOtion by Mrs. Gleason, Mr. H. L. Kinnier and Mr. <br />Preston Stallings were unanimously reappointed to five-year <br />terms on the Building Code Board of Appeals. Mr. Kinnier's <br />term will expire on October 1, 1990 and Mr. Stalling's term <br />will expire on December 15, 1990. <br /> <br /> On motion by Dr. Hall, Mr. Douglas Gilpin and Mr. Robert <br />Moje were unanimously reappointed as certified architects and <br />Mr. Rob Freer was unanimously reappointed as the citizen <br />representative for four-year terms on the Board of Architectural <br />Review. These terms will expire on January 1, 1990. <br /> <br /> On motion by Dr. Gunter, Mr. Joseph Cain was unanimously <br />appointed to a three'year term on the Personnel Appeals Board. <br />This term will expire on December 31, 1988. <br /> <br /> On motion by Mrs. Gleason, Mr. Jim Dunbar was unanimously <br />appointed to a four-year term as the City' school representative <br />on the' Highway Safety Commission. This term will expire on <br />January 27~ 1990. <br /> <br /> <br />
