163 MAYOR'S OFFICE January 21, 1986 Council met in special session on this date with the following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. On motion by Mrs. Gleason, seconded by Dr. Hall, Council voted to meet in executive session to discuss personnel matters as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act. COUNCIL CHAMBERS January 21, 1986 Council met in regular session on this date with the following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. MINUTES On motion by Mrs. Gleason, seconded by Dr. Hall, the minutes of January 6th were approved as presented, with Dr. Gunter abstaining. On motion by Dr. Hall, seconded by Mr. Barnes, the minutes of January 8th were approved as presented, with Dr. Gunter abstaining. On motion by Mr. Barnes, seconded by Mrs. Gleason, the minutes of January 14th were unanimously approved as presented. PUBLIC Dr. Joseph Mooney of 201 Sunset Avenue appealed to Council to support his neighborhood in their opposition to the site plan for a playground submitted by the Seventh Day Adventist Church on Jefferson Park Avenue, and to consider the issue as a special permit subject to review and approval by the P. lanning Commission and Council. Dr. Mooney also requested Council's advice on ways the matter could be kept out of court. Mr. Buck stated that a report on the matter was .being prepared by staff and no action would be taken until after the report was reviewed by Council. APPOINTMENT: DIRECTOR OF FINANCE On motion by Mrs. Gleason, seconded by Dr. Hall, Ms. Rita Scott was unanimously appointed as Director or'Finance for the City. APPOINTMENTS: BOARDS AND COmmISSIONS On mOtion by Mrs. Gleason, Mr. H. L. Kinnier and Mr. Preston Stallings were unanimously reappointed to five-year terms on the Building Code Board of Appeals. Mr. Kinnier's term will expire on October 1, 1990 and Mr. Stalling's term will expire on December 15, 1990. On motion by Dr. Hall, Mr. Douglas Gilpin and Mr. Robert Moje were unanimously reappointed as certified architects and Mr. Rob Freer was unanimously reappointed as the citizen representative for four-year terms on the Board of Architectural Review. These terms will expire on January 1, 1990. On motion by Dr. Gunter, Mr. Joseph Cain was unanimously appointed to a three'year term on the Personnel Appeals Board. This term will expire on December 31, 1988. On motion by Mrs. Gleason, Mr. Jim Dunbar was unanimously appointed to a four-year term as the City' school representative on the' Highway Safety Commission. This term will expire on January 27~ 1990.
