Dr. Cibbarelli stated that Charlottesville has a <br />low teacher-pupil ratio and a 10% salary increase will <br />not be possible given the revenue projections without <br />jeopardizing the quality of education. <br /> <br /> Mr. TOm McLernon, Deputy School Superintendent, <br />stated that categorical aid from the State was being reduced, <br />and he was concerned about 'the complete emphasis being put <br />on teacher salaries. <br /> <br /> Dr. Cibbarelli stated that the Virginia Education <br />Association supported full funding, but they felt <br />that the JLARC formula was imperfect. <br /> <br /> Mr. Buck stated that more information would be <br />presented at the meeting scheduled with the legislators <br />for February 1st. <br /> <br />PRESENTATION: LEGISLATIVE ISSUES FOR 1986 GENERAL ASSEMBLY <br /> <br /> Mr. Wiley discussed the following with regard to. <br />legislation concerning Municipal Liability and insurance: <br />1) repeal of sovereign immunity and inclusion of <br />localities under Tort Claim Act, 2) proposals to limit <br />punitive damages, and 3) enabling legislation for insurance- <br />pooling arrangements. <br /> <br /> <br />
