169 <br /> <br /> Mr. Wiley discussed the following with regard to Highway <br />funding: 1) gasoline and titling tax increases, 2) possible <br />bond issue, 3) distribution of funds, and 4) definition of <br />"maintenance" eligible for state reimbursement. <br /> <br /> It was the consensus of Council that the City support <br />increased funding for highways. <br /> <br />RESOLUTION: OPPOSING IMPACT OF FEDERAL BUDGET CUTS <br /> <br /> After a discussion of the draft of a letter to Congress, <br />it was agreed that Mr. Barnes would draft a letter which <br />would be presented at the February 3rd meeting. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Barnes, Ms. Linda Bowen was unanimously <br />appointed to fill an unexpired term on the Planning <br />Commission. This term will expire on August 31, 1986. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, <br />Council unanimously voted to meet in executive session <br />to discuss acquisition of property as exempted by Section <br />2.1-344(a)(2) of the Virginia Freedom of Information Act. <br /> <br />was adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Saturday, <br />February 1, 1986 at 9:30 a.m. IN THE Charlottesville High <br />School Media Center. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Intergovernmental discussion of proposed changes in <br />school funding and mandates <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />Charlottesville High School - February 1, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Dr. <br />Gunter, Dr. Hall. Absent: Mrs. Gleason. <br /> <br /> Mr. Buck stated that the meeting had been called in <br />order to share information concerning the changes in school <br />funding and mandates proposed in the State budget. <br /> <br /> Mr. Mitchell Van Yahres, State Delegate, gave the <br />following information regarding school budgeting: the <br />Talented and Gifted Program has been taken out of the basic <br />programs and is now a line item; the State is proposing to <br />pay 4.08% of a 10% teacher salary increase next year and <br />3.45% of the increase the following year; the State is <br />proposing to mandate that teacher salaries be increased <br />10% or be up to the average national salary or $146 per <br />student out of basic aid will be lost. Delegate Van Yahres <br />stated that he has submitted an amendment which would allow <br />localities to only meet the average entry level salary. <br />Delegate Van yahres stated that Charlottesville could have <br />$457,000 jeopardized in State aid in the next two years and <br />added that Charlottesville has more teachers due to its low <br />teacher-pupil ratio and thus a salary increase is much more <br />expensive. <br /> <br /> Mr. George Allen, State Delegate, stated that there are <br />two issues involved: mandating of teacher salary increases <br />and the new Joint Legislative and Audit Review COmmission <br /> <br /> <br />
