172 <br /> <br />COUNCIL CHAMBER February 3, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck~ Mrs. <br />Gteason, Dr. Gunter. Absent: Dr. Hall. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Gunter, the <br /> minutes of January 21st were unanimously approved as <br /> presented. <br /> <br /> On motion by Dr. Gunter seconded by Mrs. Gleason, <br /> the minutes of January 27th ~ere unanimously approved as <br /> presented. <br /> <br />PUBLIC <br /> <br /> Ms. Frances Johnson frol the Westhaven Tenant's <br /> Association, requested a proposal to remedy the problems <br /> with the heat and hot water systems at Westhaven and <br /> recommended that a committee be formed consisting of an <br /> official of the Housing Authority, a member of City Council, <br /> the Maintenance Supervisor at Westhaven, and a member of <br /> the Westhaven Tenant's Association. <br /> <br /> Mr. Buck stated that the Council was not convened <br /> as the Housing Authority but that a report was being <br /> prepared on the matter after it had been brought to the <br /> Authority's attention at their last meeting. <br /> <br /> Mr. Tom McCrystal recommended to Council that the <br /> City institute a program similar to the Space Shuttle <br /> Student Involvement Program as a memorial to the lives <br /> lost in the recent space shuttle disaster. <br /> <br /> Mr. Buck requested that Mr. McCrystal send information <br /> regarding the program to the School Board. <br /> <br /> STAFF REPORT: L. G. HARDING, SOUTH AFRICAN DIVESTMENT POLICY <br /> Mr. L. G. Harding, City Treasurer, stated that in <br /> December of 1984 Council adopted a policy concerning <br /> divestment of Retirement Commission funds in businesses <br /> who do business in South Africa and who are not Sullivan <br /> signatories. Mr. Harding stated that the Retirement <br /> Commission has complied with the policy and that after a <br /> review of the policy, it was found to have had no adverse <br /> affe-ts on the City's investments. <br /> <br /> Council requested that staff review the policy and <br /> report back again in a year. <br /> <br /> ORDINANCE: AIR RIGHTS OVER JEFFERSON PARK AVENUE <br /> <br /> Mr. Buck stated that an advertisement had been run <br /> publicizing a public hearing regarding an ordinance <br /> concerning air rights over Jefferson Park Avenue though <br /> the item was not scheduled to be on the agenda. Mr. Buck <br /> stated that anyone who had come to speak on the subject <br /> would be given the opportunity. <br /> <br />There was no one to speak. <br /> <br />APPROPRIATION: $398,150 PURCHASE OF PARK PROPERTY <br /> <br /> Mr. Hendrix stated that the appropriation included <br /> one half of the purchase price for the park property and <br /> one half of the ancillary costs associated with the study <br /> which had been completed. <br /> <br /> Mr. Buck recommended that a joint public hearing with <br /> the Planning Commission be held on the acquisition and <br /> development of the proposed park on Tuesday, February llth. <br /> Mr. Eugene German, Director of Parks and Recreation, <br /> <br /> <br />
