181 <br /> <br /> APPROPRIATION: <br />-(2nd r~ <br /> <br />$45,000 - SCHOOL DEMOGRAPHIC AND UTILIZATION STUDY <br /> <br /> Dr. Vincent Ciabbarelli, Supereintendent of City Schools, <br />stated that the appropriation would fund a future needs study <br />to be conducted by Educational Consultant Services, Ltd. which <br />would include the following phases: 1) demographic study and <br />analysis to project enrollment and ethnic data, 2) review of <br />programs and facilities, 3) projection of space needs, and <br />4) an option phase which would determine how to best use the <br />facilities. <br /> <br /> The $45,000 appropriation for the School Demographic <br />Study which was offered at the February 12th meeting was <br />approved by the following vote. Ayes: Mr. Buck, Mrs. Gleason, <br />Dr. Gunter, Dr. Hall. Noes: None. Absent: Mr. Barnes. <br /> <br />BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $45,000.00 is <br />hereby appropriated from the unappropriated balance of <br />the General Fund of the City to expenditure account <br />01-61010 to be expended by the City School Board for a <br />utilization and demographic study of the public school <br />system. <br /> <br />RECONSIDERATION: RACE RELATIONS AND EMPLOYMENT STUDY <br /> <br /> Ms. Priscilla Whiting, President ~f the local NAACP, <br />thanked Council for deferring action on the Race Relations <br />and Employment Study until the NAACP could study it and <br />gave the following reactions to the study: i) organize <br />a Minority Business Enterprise Committee as soon as <br />possible rather than wait for the second report; 2) <br />clarify weight given to preferences regarding Affirmative <br />Action and address the issue of reduction in force; <br />3) give efforts to increase City Career Training and <br />Development top priority; 4) rewrite the Industrial <br />Development Authority resolution with the emphasis solely <br />devoted to minorities; 5) make a policy requiring black <br />representation on boards and commissions, particularly <br />those which make decisions affecting blacks; 6) hire <br />additional staff to handle responsibilities necessary <br />to handle improving the status of minorities in business; <br />7) have the Social Development Commission monitor progress <br />of the Affirmative Action Policy; 8) designate a person to <br />monitor minority employment in social agencies; 9) have <br />the City Manager take an active role in initiating and <br />participating in encouraging the Chamber of Commerce to <br />support minority businesspersons; and 10) encourage more <br />day care facilities provided by large employers. <br /> <br /> Mr. Buck stated that the report is due in March <br />on the Minority Business Enterprise Committee and he felt <br />it would be beneficial to take advantage of that report. <br /> <br /> Ms. Whiting stated that she agreed with Mr. Buck's <br />comment. <br /> <br /> Ms. Whiting stated that she felt Affirmative Action <br />should also give preference to City residents. <br /> <br /> Mrs. Grace Tinsley stated that she felt further study <br />should be done to~ clarify the Affirmative Action Policy. <br /> <br /> Dr. Gunter stated that she felt there was a danger in <br />becoming too rigid in a policy. <br /> <br /> Mr. Hendrix stated that he felt the percentage of persons <br />in the work force should be taken into account regarding the <br />Affirmative Action Policy. <br /> <br /> <br />
