Mr. Wiley stated that appeal to the Board of Zoning Appeals does not automatically stop the site plan improvements. Dr. Mooney recommended that a moritorium be put on site plans dealing with Parks, playgrounds and community buildings until a study on these issues can be done. Mr. Buck stated that he felt it was the sense of Council that parks be studied in terms of requiring a special permit. Mr. Wiley stated that he did not believe a moritorium could be legally imposed on the section of the code. Mr. Huja stated that the Planning Commission planned to discuss the issue at the next meeting. Mr. Hendrix stated that he has met with the neighbors involved and will attempt to try and bring the church and neighborhood together. PUBLIC Mr. Marshall Pryor, President of the Dogwood Festival, requested that Council grant the Festival use of McIntire Park f,rom April 15 through 27th and waive the license and fees. On motion by Mrs.. Gleason, seconded by Mr. Barnes, the Dogwood Festival was unanimously granted use of Mclntire Park from April 1Sth through 27th and. waived the license and fees. PRESENTATION: Ms. Alicia Lugo, Chairman of the School Board, stated that the total school budget for FY 86-87 was $21,745,309, of which $14,737,448 would be the local share. Ms. Lugo listed the following major changes in the FY 86~87 operating budget: 1) average 6.4% salary mncrease for teachers and 5% increase for all non-teaching personnel, 2) reduction of one teaching position and one administrator, 3) increase in Piedmont Regional Education Program by $79,000, 4) Reduction in Charlottesville-Albemarle Technical Education Center funding by $15,000, 5) reduction in Special Education Tuition costs by $36,00.0, 6) reduction in fuel and electricity budget by $32,000, 7) i~crease of $58,902 for food service program, 8) no increase in hospitalization rate, and 9) expansion of summer school program for pre-school and elementary school youngsters, an ~ncrease of $76,000 185
