193 <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that cleaning of Ridge Street was being scheduled for <br />4:00 a.m. which would allow the street to be cleaned <br />before cars are parked in the area. <br /> <br /> On motion by Dr. Gunter, seconded by Mrs. Gleason, <br /> Council unanimously voted to meet in executive session <br /> to discuss personnel matters and pending litigation as <br /> exempted by Section 2.1-344(a)(1) and (6) of the Virginia <br /> Freedom of Information Act. <br />ing was adjourned. ~ <br /> Presiden~ Cle~ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday <br />March 5, 1986 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work session on City Manager's FY 86-87 Budget <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 5, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> Ms. Linda Peacock, Budget Analyst, stated that an <br />assessment of the condition of the City's capital plant <br />had begun this year which used City employees who had <br />been trained and field tested. Ms. Peacock stated <br />that streets, street signs, sidewalks, parks and school <br />grounds had been assessed and next year other areas would <br />be assessed. <br /> <br /> Mr. Phil Schaenman, President of Tri-Data, a <br />consulting firm which conducted the assessment, summarized <br />the results of the assessment. Mr. S chaenman stated <br />that the areas that had been assessed were generally in <br />very good condition, though some problem areas included <br />street name signs and parks. Mr. Schaenman stated that <br />the information on the condition of the capital plant could <br />be used by the City to set budget priorities, to assess <br />the effectiveness of services, and to help effect the <br />City's bond rating. Mr. Schaenman added that the City's <br />buildings were scheduled to be assessed in the upcoming <br />year. <br /> <br /> Mr. Hendrix stated that some issues which had been <br />discovered in the assessment of the City's capital plant, <br />such as the existence of weeks in sidewalks and streets, <br />were not able to be adequately funded in the proposed <br />budget. <br /> <br /> Mr. Buck recommended educating the public so' that <br /> they might take the responsibility for cutting weeds, <br /> etc. which are next to their property. <br /> <br /> Dr. Gunter stated that she felt it would be helpful <br /> to promote awareness of weeds and trash around the <br /> University's rental areas. <br /> <br /> Mr. Buck also recommended that general City employees <br /> be educated so that they could spot potential problems <br /> and report back to the City. <br /> <br /> <br />
