2O8

Dr. Richard Prindle, Director of the Thomas Jefferson
Health department, stated that while a 14% increase had
been requested, the 6% increase recommended would suffice.
Dr. Prindle noted that patients are being seen for longer
periods of time because of quicker dismissals from
hospitals and less revenue-producing patients are using
the Health Department.

Dr. Prindle noted concern with the Social Development
Commission's criticism of the Health Department's minority
employment and teenage pregnancy program, saying that the
department was required to follow stringent state hiring
requirements and that the Health Department was not the
place to intercede or begin the process with the teenage
pregnancy program. Dr. Prindle stated that he was pleased
that the staff had recommended increased funding over what
the Commission had recommended.

Ms. Nanette Bithian, Director of the Rape Crisis
Group, stated that 278 calls had been received last year
and many more were expected in the coming year. Ms.
Bithian stated that the Rape Crisis Group may provide
training to the University of Virginia on a contract fee
basis and that additional programs such as education would
be implemented should additional funding be provided.

Mr. Frank Dukes, Vice-President of the Mediation
Center Board, and Ms. Rebecca Bowman, Director of the
Mediation Center, stated that the community is becoming
increasingly aware of the program and that calls are
increasing. Ms. Bowman stated that private funding
options are being explored as well as a sliding scale for
fees, and requested short-term funding from the City.
ng was adjourned.

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday,
March 20, 1986 AT 7:00 p.m. IN THE Basement Conference
Room.

THE PROPOSED AGENDA IS AS FOLLOWS:

Work Session on City Manager's FY 86-87 Budget:
Agency Hearings

BY ORDER OF THE MAYOR

BY Jeanne Cox (siqned)

Basement Conference Room - March 20, 1986

Council met in special session on this date with the
following members present: Mr. Barnes, Mr~ Buck, Mrs.
Gleason, Dr. Hall. They
stated that if additional funding were to be sought, the
status of Charter House would have to be changed from a
holding house to a treatment center. Mr. Costanza stated
that other shelters for public inebriates in Virginia are
almost totally funded with public funds.
