238 <br /> <br />five days before such meeting, if the Council finds that <br />the operator is violating the terms of the permit, or is <br />delinquent in paying rent which may subsequently be <br />imposed hereunder, or that the continued operation of the <br />cafe poses a threat to the public health, safety or <br />welfare or constitutes a public nuisance. <br /> <br /> 9. This permit may be revoked at any time upon six <br />months' notice to the operator, for any public purpose as <br />determined by the Council. <br /> <br />ORDINANCE: ANNUAL APPROPRIATION ORDINANCE (2nd reading) <br /> <br /> Mr. Barnes stated that the personal property tax rate <br />was higher than he would lkike to see it as well as the <br />real estate tax rate. Mr. Barnes recommended that Council <br />closely watch the position of the Assistant City Manager <br />for Human Resources and career development officer in <br />Personnel to ensure that they are having the desired <br />effect. Mr. Barnes recommended that Council seriously <br />consider appointing an advisory group for the budget to <br />give Council recommendations. <br /> <br /> Mr. Buck stated that he was impressed by staff's work <br />on the budget, noting that staff had not recommended <br />funding new positions and programs and that he would favor <br />a process aimed at involving and educating the public on <br />the budget. Mr. Buck noted that it would not be possible <br />to cut taxes at the present time with federal budget cuts. <br />and increased insurance costs. <br /> <br /> The ordinance entitled "RESOLUTION ADOPTING THE <br />BUDGET FOR THE CITY OF CHARLOTTESVILLE FOR THE FISCAL YEAR <br />BEGINNING JULY 1, 1986 AND ENDING JUNE 30, 1987 AND <br />PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH <br />FISCAL YEAR" which was offered at the April 7th meeting <br />was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: <br />None. <br /> <br /> RESOLUTION ADOPTING THE BUDGET FOR THE <br /> CITY OF CHARLOTTESVILLE FOR THE FISCAL YEAR <br />BEGINNING JULY 1, 1986 AND ENDING JUNE 30, 1987 <br />AND PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS <br /> FOR SUCH FISCAL YEAR. <br /> <br />I. ADOPTION OF BUDGET <br /> <br /> WHEREAS, pursuant to Section 15 of the City Charter and <br />Section 15.1-160 of the Code of Virginia, the City Manager has <br />caused to be prepared and presented to City Council a proposed <br />budget for the fiscal year beginning July 1, 1986, and ending <br />June 30, 1987; and <br /> <br /> WHEREAS, a synopsis of such proposed budget, including the <br />amounts to be received and expended as federal general revenue <br />sharing, has been published in the Daily Progress, a newspaper <br />of general circulation in the City, and notice duly given in such <br />newspaper and a public hearing held thereon on March 17, 1986, and~ <br />the estimates of revenues and expenditures therein debated and <br />adjusted by City Council in open public meetings, all as required <br />by the City Charter, Section 15.1-162 of the Code of Virginia, and <br />federal regulations applicable to general revenue sharing <br />expenditures; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville that <br />such document and the estimates of revenues and expenditures <br />therein proposed by the City Manager and debated and adjusted by <br /> <br /> <br />
