Mr. Daggett stated that <br />a ventilation system was proposed which would allow the <br />windows to be shut, with sound panels over them, during <br />parties, but stated that he did not think it would be <br />desirable to never be able to open the windows. Mr. <br />Daggett noted that the Theta Chi Alumni Association was <br />going to be putting rules into effect for the fraternity. <br /> <br /> Mr. Buck moved the resolution granting the special <br />permit, noting that he did not feel the expansion would <br />have a significant adverse impact on the neighborhood and <br />felt that it could ~ave some benefits. Mr. Buck stated <br />that he felt many of the issues discussed could be dealt <br />with by the Venable Neighborhood Task Force and that he <br />did not think it was fair to take out everyone's <br />frustrations toward the fraternities on this specific <br />special permit. Dr. Hall seconded the motion. <br /> <br /> The resolution granting a special permit to Theta Chi <br />Fraternity was approved by the following vote. Ayes: Mr. <br />Buck, Mrs. Gleason, Dr. Hall. Noes: Mr. Towe. <br />Abstaining: Mr. Barnes. <br /> <br /> WHEREAS, the XI Chapter of Theta Chi Alumni <br />Corporation has submitted an application for a special <br />permit to expand the existing fraternity at 600 Preston <br />Place; and <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and <br />held on June 10, 1986, this Council finds that such use <br />will conform to the standards set forth in Section 31-28.1 <br />of the City Code and to the criteria applicable to special <br />permits generally under Chapter 31 of the City Code; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special permit is <br />granted pursuant to City Code Section 31-28, as amended, <br />to expand the existing structure at 600 Preston Place, <br />identified on City Real Property Tax Map 5 as parcel 109, <br />having approximately 120 feet of frontage on Preston <br />Place, 130 feet of frontage on Grady Avenue and containing <br />approximately 15,600 square feet of land or .36 acres, <br />which expansion shall be used as part of the existing <br />fraternity but which shall not increase the present number <br />of 13 residents. Such use shall be carried out in <br />accordance with the site plan as approved by the Director <br />of Planning. <br /> <br />APPROPRIATION: $69,100 - REPROGRAMMING CDBG FUNDS (2nd reading) <br /> <br /> The $69,100 appropriation reprogramming Community <br />Development Block'Grant funds which was offered at the <br />meeting of July 7th was approved by the following vote. <br />Ayes: Mr. Barnes, Mr. BuCk, Mrs. Gleason, Dr. Hall, Mr. <br />Towe. Noes: None. <br /> <br /> WHEREAS, the Council has previously approved the <br />appropriation ofr certain sums of federal grant receipts <br />to specified accounts in the Community Development Block <br />Grant (CDBG) fund~ and <br /> <br /> WHEREAS, it now appears that portions of the amounts <br />originally appropriated to some of these accounts are not <br />needed for the purposes or activities for which they were <br />designated, and that these unneeded funds should be <br />reappropriated for certain other purposes in connection <br />with this grant; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of Charlottesville, <br />Virginia, that appropriations made to the following <br /> <br /> <br />
