11     In response to an inquiry from Ms. Smith, Mr. Brown clarified that it is a requirement for both programs that you reside within the property as your sole dwelling. Ms. Smith clarified that this money comes from the General Fund. Mr. Brown said the money would go straight from the General Fund to the Stormwater Fund. No one would actually receive money. Council may want to monitor this program. Mr. Fenwick said there is talk the state will postpone this program for two to three years. Mr. Brown said this is a volunt ary program. The City has mandates it has to meet that require revenue, and this is a way the C ity generates that revenue. Ms. Szakos moved to pass the resolution w ith the added CHAP language change. RESOLUTION: Emmet Street/Route 29 Signal Synchronization Emmet Street/Route 29 Signal Synchronization Mr. Tolbert presented to Council. He gave an overview of the histor y of the project. VDOT agreed to coordinate with the City while doing the County pr oject. Also, staff confirmed that the City would not be putting any money into the Best Buy ramp project as part of this effort. Mr. Tolbert requested addi ng a bullet to the resolution sayi ng "Others as determined to be necessary". Ms. Smith asked if this will help Rugby Road. Mr. Tolbert said this is too far from the project, which is intended to give flow to Barracks and Emmet Street. Mr. Fenwick said it sounds like it will make the feeders back up even worse. Mr. Tolbert said if this works like it should, that will not be the case. This technology has been working at Pantops. Ms. Szakos said this is a proven technology. On motion by Ms. Szakos, seconded by Ms. Ga lvin, the resolution passed unanimously. (Ayes: Ms. Smith, Mr. Huja, Ms. Szakos, Ms. Galvin, Mr. Fenwick; Noes: None.)
