<br />Annexation On motion a Committee composed of Dr. Haden, the City Manager, City Attorney,
<br />Committee
<br />and City Auditor, was appointed to study and mare recommendations as to which plan
<br />the City should adopt in making improvements within the annexed territory, and
<br />said Committee was authorized and instructed to req=uest the Judge of the Corporation
<br />Court to appoint a Zoning Commission to rezone the City.
<br />The report on Audit of City Accounts and Records for the year ending August 31,
<br />Audit 1938, as prepared by Richard G. Hantzmon, was carried over for consideration.
<br />Re port
<br />On motion by Mr. Gleason, seconded by Mr. Jessup, the matter pertaining to the
<br />proposed Airport was carried over to the next meeting for further consideration.
<br />On motion by Mr. Gleason, the following report was unanimously adopted, ana- the
<br />sale of -`339,735.00 City of Charlottesville School Improvement Bonds, Series of 1938,
<br />to the mercantile -Commerce Bank & Trust Company of St. Louis and the Mlilwaukee Company
<br />Sale of of Milwaukee, for X340,710.04, bearing interest at the rate of 2.1% per annum, was

<br />Under an ordinance adopted October 12, 1938, and spread in Ordinance Book 2,
<br />page 205-7, the undersigned Finance Committee was given authority to act on
<br />behalf of the City in selling at par or more the whole or any part of the A339,735.00
<br />City of Charlottesville School Improvement Bonds Series of 1938, as described and
<br />set forth in said ordinance, and in accordance with the said direction we herewith
<br />Report of attach a signed copy of the Minutes of the meeting of the Finance Committee held on
<br />Finance the 21st day of November, 1938, which shows the action which yourCommittee has taken
<br />Committee in this matter.
<br />Said bonds will be delivered in accordance with the provisions of said ordinance.
<br />We also attach hereto a copy of the Notice of Bond Sale, and of the bid of the
<br />Mercantile -Commerce Bank & Trust Company of St. Louis and Milwaukee Company of
<br />Milwaukee for said bonds, which was accepted by the said Committee, the same being
<br />the highest and best bid received.
