or as long as such duly accredited Master Plumber is em-
<br />ployed by or actively engaged in the business of such firm or
<br />corporation.
<br />(e) Notice of Change in Place of Business; Surrender of
<br />Certificate upon Retirement, Etc.
<br />It shall be the duty of every person holding such certificate
<br />to give immediate written notice to the Plumbing Inspector
<br />of any change in the place of business or retirement from busi-
<br />ness of such person. If such person retires from business for
<br />which a certificate was issued, such certificate shall immedi-
<br />ately be surrendered to the Plumbing Inspector.

<br />All certificates heretofore issued to any person to engage
<br />in the business of a plumbing contractor shall be valid and
<br />effectual until the same become null and void as provided in
<br />this section.

<br />ARTICLE II—SANITATION.
<br />22.1-13. When Permit and Inspection Required.
<br />A plumbing permit and inspection shall be required when-
<br />•
<br />ever the City furnishes an applicant with water to supply
<br />plumbing fixtures; provided, however, that owners of prop-
<br />erty outside the City Limits, desiring to connect to a City
<br />water main, shall make written application therefor to the
<br />•
<br />City Manager. If the City Manager approves such applica-
<br />tion he shall grant a permit for such connection provided
<br />that the owner executes a contract with the City agreeing to
<br />comply with all City plumbing ordinances.
<br />A plumbing permit shall be required for the installation,
<br />roughing -in or changing of any sewer, waste, vent, trap or
<br />fixture. The word "fixture" shall be construed to mean each
<br />water closet, sink, bathtub, shower, lavatory, urinal, wash
<br />tray, floor drain, washing machine connection, disposal, or any
<br />water using apparatus which is connected to the waste or
<br />drainage system through a trap.

<br />Except for emergency plumbing work, for which a plumb-
<br />ing permit would be required, all plumbing permits must be
<br />applied for and issued before the commencement of plumbing

<br />Plumbing Inspector of the emergency work done and to secure

<br />for the construction of a privy in the City of Charlottesville,
<br />and it shall also be inspected by a representative of the Health
<br />Department as to sanitary requirements.
<br />(b) Septic Tank System.
<br />A permit from the Health Director of the City shall be re-
<br />quired for the construction of a septic tank system in the
<br />City of Charlottesville. It shall be unlawful for any person,
<br />firm or corporation to install, have installed, allow to be in-
<br />stalled, or contract to install, a septic tank system for another
<br />person, firm or corporation, without first making application
<br />to the Health Director of the City for a septic tank permit on
<br />application forms furnished by the Health Director. The
<br />application form shall contain clearly a description,, location
<br />and dimensions of the land or lot on which .the septic tank,
<br />distribution box and sewer piping are to be installed, the
<br />dimensions of the purification field, the type of land ( such as
<br />loam, sandy loam, clay, gravel, etc.) the direction in which the
<br />land drains in relation to reservoirs, springs and wells, and
<br />be accompanied by a plot of the land, when required, show-
<br />ing the location of dwelling house and all other buildings, and
<br />the plans and specifications of the whole septic tank system
<br />intended to be installed; and upon approval of such applica-
<br />tion, the Health Director shall issue a permit to the appli-
<br />cant for the installation of such septic tank system in accord-
<br />ance with the plans and .specifications furnished; and if the
<br />said plans are not approved, but the size and location of the
<br />lot and type of soil are suitable for a septic tank system, prop-
<br />erly planned, the Health Director shall clearly outline the
<br />proper plans for same and grant the permit only according
<br />to the plans so outlined by him.
<br />22.1-18. Details of Specifications for Septic Tank System.
<br />(a) What System to Consist of; Material; Plans and Speci-
<br />fications; Inspection.
<br />All septic tank systems installed in this City shall consist
<br />of sewer line from building to tank, septic tank, distribution
<br />box, and drain tile purification field. The sewer line shall be
<br />of vitrified clay pipe or cast iron soil pipe. The entire system
<br />shall be built in accordance with the plans and specifications
<br />shown on the permit.
<br />A representative of the Health Department shall inspect
<br />septic tank construction after completion and before any part
<br />of the system shall be covered. Septic tank systems shall be
<br />back-filled immediately after inspection and approval, and
<br />care shall be taken not to disturb the pipe, grades, joints or
<br />alignment by the backfilling, or otherwise.
<br />(b) Laying of Sewer Pipe.
<br />All sewer lines to septic systems shall be installed in accord-
<br />ance with Section 22.1-58.
<br />(c) Location, Design, Liquid Capacity and Material Re-
<br />quired in Septic Tank Disposal Systems.
<br />1. Location and installation of the sewage disposal system
<br />and each part thereof shall be such that, with reasonable
<br />maintenance, it will function in a sanitary manner and will
<br />not create a nuisance nor endanger the safety of any domestic
<br />water supply. In determining a suitable location for the sys-
<br />tem, consideration shall be given to the size and shape of the
<br />lot, slope of natural and finished grade, depth of ground
<br />water table, proximity to existing or future water supplies,
<br />and possible expansion of the system.
<br />(a) No part of the system shall be located so that it is
<br />nearer to any water supply than 50 feet, or so that
<br />surface drainage from its location may reach any do-
<br />mestic water supply.
<br />(b) The lot size shall be sufficient to permit proper location,
<br />installation and operation.
<br />(c) Installation in low swampy areas or areas with high
<br />water table and/or which may be subject to flooding
<br />are prohibited.
<br />2. Type of system shall be determined on a basis of location,
<br />permeability and ground water level.
<br />(a) The system shall be designed to receive all sanitary
<br />sewage from the dwelling.
<br />(b) Basement floor, footing, or roof drainage shall not
<br />enter into any part of the septic tank system.
<br />22.1-15. Disposal of Excreta from Human Bodies. ' .EI
<br />It shall be unlawful for the owner of any house used for
<br />•
<br />human habitation, or other place where human beings congre-
<br />gate or are employed in the City of Charlottesville, to use or
<br />occupy, or to rent or lease the same for the use or occupancy
<br />by any person, firm or corporation unless and until the said
<br />house or building shall have been supplied or equipped with
<br />an approved method of disposal of human excrement.
<br />22.1-16. Approved Method of Disposal of Human Excrement.
<br />(a) Water Closet and Sink.
<br />A properly installed flush water closet and sink connected
<br />to a public sewer.
<br />(b) Septic Tank System.
<br />A properly installed flush water closet and sink connected
<br />to an approved individual septic tank and distribution system.
<br />(c) Pit Privy.
<br />In buildings where it is not possible to connect to a public
<br />sewer or have an individual sewerage disposal system, a sani-
<br />tary pit privy shall be required.
<br />22.1-17. Permit.
