6 <br /> <br />1907 ORDINANCES, PG. 1 <br /> <br /> AN ORDINANCE CREATING A SINKING FUND COMMSSION FOR THE CITY OF CHARLOTTESVILLE: <br /> <br />BE IT ORDAINED; That there shall be set apart annually from the resources of the City a <br /> <br />Sum equal to one-fortieth of bonded debt of the City. The sum thus set apart shall be called the <br /> <br />SINKING FUND of the City and shall be applied to the payment of the bonded debt of the City as it <br /> <br />shall become due, and if no part be due or payable it shall be invested in the bonds of this state, <br /> <br />or of the United States, or the unmatured bonds of the City, such funds or securities shall be <br /> <br />held in trust by the Treasurer, but as to all questions of investment, purchase or sale, shall be <br /> <br />subject to the order and management of the Mayor, Treasurer, Auditor, President of the Council <br /> <br />and Chairman of the Finance Committee, who, together, shall compose the SINKING FUND ___ <br /> <br />2.--No action of said Commissioners shall be taken effecting the funds without the concurrent vote <br /> <br />of all the board. In the event, however, of a disagreement on any matter the same shall be submitted <br /> <br />to the Council for decision, in which decision at least two-thirds of the entire Council shall concur. <br /> <br />3.--Said fund shall be set apart one-half on the first day of July of each year and the other half on the <br /> <br />first day of January of each year, and shall be placed to the credit of the SINKING FUND COMMISSIONER. <br /> <br />4.--The fund thus set apart and invested, together with the annual interest and profit therefrom, shall <br /> <br />be called the SINKING FUND and shall be kept for, and is hereby dedicated to, the payment of the <br /> <br />bonded debt of the City and shall not be applied by the Council for any other purpose. <br /> <br />5.--THE SINKING FUND COMMISSIONERS shall, on the first of each September, make a report of the <br /> <br />condition of the said fund to the Council. Said report shall state the cash receipts for the year, in detail; <br /> <br />an itemized list of bonds bought or sold with the prices paid or received, and a detailed list of all <br /> <br />securities held by said commission. <br /> <br />6.--All disbursements by said Commission shall be by warrant of Auditor countersigned by the Mayor. <br /> <br /> <br /> <br />Presented and approved February 14, 1907. <br /> <br />Mayor’s Signature <br /> <br />Adopted by the Council Feb., 11, 1907. <br /> <br />President’s signature <br /> <br /> <br /> <br />AN ORDINANCE REQUIRING PHYSCIANS AND MIDWIVES TO REPORT ALL BIRTHS TO HEALTH <br /> <br />DEPARTMENT: AND REQURING THEM ALSO TO REGISTER THEIR NAMES WITH THE HEALTH OFFICER. <br /> <br />BE IT ORDAINED, That it shall be the duty of all physicians and midwives to register their <br /> <br />Names with the Health Officer of the city. <br /> <br />2. That every Physician, midwife or any other person in attendance upon the birth of a child <br /> <br />Shall send to the Board of Health within three (3) days after the birth of such child a <br /> <br />Certificate setting forth, as far as can be ascertained, the sex and ___ of child, the place <br /> <br />Of birth and the date of birth. <br /> <br />3. PENALTY In case any physician or midwife or any other person in attendance upon the <br /> <br />Birth of a child, shall refuse or neglect to furnish such certificate as aforesaid, he or she <br /> <br />Shall forfeit and pay the sum of five dollars ($5) for each offense.
