<br />At all elections the voting sliall be viva voce , and each member shall. be entitled
<br />to one vote, and only one person shall. be ciccted at a time. if on any vote no one
<br />received a iiaJority of all. t1le votes, th.e nar,le of the person receiving the smallest

<br />The Council or any commit tee hereof when specially authorized thereto,the Board
<br />of "olice Co?,imissioners and the Board of Fire Corr:iissioners,if there be such Boards,
<br />shall have the power to require the attendance of any person as a witness, and the
<br />production by any person of all. proper books and papers when, in the investi ration bv
<br />such abody,sueh attendance and evidence is necessary and proper.
<br />Summons to attend as a witness or to produce books or papers shall be in writing
<br />sigmed by the presidinn officer of the body issuirirr sane, and shall be served by the
<br />�errgeant at arms or a Tieinber of the police force, in the same mariner as a process to
<br />corzience an action at law, such witness s fall be syurn b;, the officer presiding at such
