<br />by the Mayor or police, shall constitute a separate offense.
<br />Sec. 206. Street drumming.
<br />Any person who shall obstruct or unduly interfere in any way
<br />with the passage of persons along any of the public highways of
<br />the city for the purpose of inducing them to purchase any article
<br />or thing or to enter any shop, store or stall, or any hotel, boarding-
<br />house or restaurant or like establishment, or who shall importune
<br />passers-by to make any such purchase or enter any such establish-
<br />ment, or who shall in any disorderly or undue manner solicit trade,
<br />custom or patronage in or along the public highways of the city,
<br />shall be punished by a fine of not less than $5 nor more than
<br />$25.
<br />Sec. 207. Barb wire fences.
<br />No person shall erect along or on any street or sidewalk of the
<br />city what is known as barb wire fencing. Any violation of this
<br />section shall be punished by a fine of $5, and each day that such
<br />violation continues after notification by the Mayor to remove such
<br />fence shall constitute a separate offense.
<br />Sec. 208. Traction or other heavy engines.
<br />It shall be unlawful to convey any traction or other heavy en-
<br />gines having flanged, corrugated or bevelled wheels on or across
<br />Main Street, without its being transported on a temporary track
<br />of plank or other suitable material, or being placed on another
<br />conveyance that will not damage the brick pavement. Any person
<br />violating the provisions of this section shall, on conviction thereof,
<br />be fined not less than $5 and not more than $50 for each and every
<br />offense.
<br />Sec. 209. Hand bills.
<br />It shall be unlawful to affix any hand bill, poster or advertise-
<br />ment to any bill board, post or other place in the city, except by
<br />paste or tacks so as to hold the same securely and not allow them
<br />to become detached or blown about the street. Any violation of
<br />this ordinance shall be punished by a fine of not more than $5,
<br />and the party whose name is attached to or printed on the hand
<br />bill, poster or advertisement shall be held liable for the fine.
<br />CHAPTER XV.
<br />POLICE JUSTICE.
<br />Bec. 212. Election, term of office, etc.
<br />The Council shall elect a qualified person to the office of Po-
<br />lice Justice, who shall hold office for two years and until his suc-
<br />cessor be elected and qualified, unless sooner removed from of-
<br />fice.
<br />Bea. 218. His jurisdiction and powers.
<br />The Police Justice shall have and possess all the jurisdiction
<br />and exercise all the powers and authority in all criminal cases of
<br />the Justice of the Peace of the city, and his jurisdiction shall ex-
<br />tend one mile beyond the corporate limits of the city. He shall
<br />also have jurisdiction of and try all violations of the city ordi-
<br />nances, and inflict such punishment as may be prescribed for a
<br />violation of the same. He shall have authority to issue his war-
<br />rant for the arrest of any person or persons violating any of the
<br />city ordinances, acts or resolutions of the city; it shall be his
<br />duty specially to see that peace and good order are preserved,
<br />and persons and property are protected in the city; he shall have
<br />power to issue executions for all fines and costs imposed by him,
<br />or he may require the immediate payment thereof, and in de-
<br />fault of such payment he may commit the party in default to
<br />the city jail until the fine and costs be paid, for a period, how-
<br />ever, not exceeding ninety days. ( Charter, Sec. 31.)
<br />Sec. 214. Appeals.
<br />An appeal may be taken from the judgment of the Police Jus-
<br />tice in imposing penalties for infraction of the city ordinances,
<br />to the Corporation Court. (Charter, Sec. 16.)
<br />Sec. 215. Terms of court.
<br />The Police Justice shall hold his court daily except Sunday, in
<br />the court room provided for that purpose in the City Hall and if
<br />from any cause lie shall be unable to act, he shall appoint any
<br />Sec. 210. Coasting on Vinegar Hill.
<br />It shall be unlawful for any person to coast down Vinegu
<br />Hill on a bicycle, wagon, sled or any other vehicle or on,
<br />trivance.
<br />Any person violating this ordinance shall be fined not leu
<br />than $1 nor more than $5.
<br />Sec. 211. Open ditches to be reported to the fire depart,
<br />Ment.
<br />Whenever the superintendent of the water and sewer or p+
<br />departments, or the official of any other department, shall cause sa
<br />opening to be made in the surface of any street for the laying or
<br />repairing of pipes, etc., it shall be his duty to notify the fire de.
<br />partment of the location of such opening immediately upon tN
<br />commencement of such work.

<br />discharge the duties of the Police Justice prescribed herein duriat
<br />such inability, and who shall be paid for such services by the
<br />Police Justice at the same rate per diem as such Police Justice

<br />Sec. 216. Accounting of fines.
<br />The Police Justice shall keep a record of all fines, forfeituresâ–ş
<br />fees and costs imposed, arising or collected in the administrt•
<br />tion of his office, which he shall report monthly to the City
<br />Treasurer, except that all fines collected for offenses committed
<br />against the State shall go to the literary fund, as provided by
<br />law. ( Charter, Sec. 31.)
<br />Sec. 217. 8emoval from office.
<br />The Police Justice shall be removed from office by the Mayor
<br />upon proof of malfeasance or misfeasance in office as prov,ded
<br />for in section 30 of the charter.
<br />Sec. 218. Salary, etc.
<br />The Police Justice shall receive a compensation for his services,
<br />to be fixed by the Council, which shall not be increased or de'
<br />creased during the term for which he is elected, but said CO
<br />pensation shall not be less than two hundred dollars nor more
<br />than six hundred dollars per annum. He shall receive no fees
<br />for his services as such Police Justice, but all such fees shall be
<br />covered into the city treasury. ( Charter, Sec. 31.)
