Sec. 647. Right of access to premises.
<br />The authorized agent of the Department shall have the right
<br />of free access into the premises, into which a service pipe is laid
<br />whether gas is being used or not, for the purpose of examining
<br />the whole gas apparatus, or for the removal of the meter and
<br />service pipe.
<br />Sec. 648. Turning on or using gas without authority.
<br />If any person not acting under the authority of the Superin-
<br />tendent shall turn on gas in any premises whatsoever, or if any
<br />person shall take, receive, or use said gas without authority from
<br />the department, he shall pay a fine of not less than $5 nor more
<br />than $20 for each offense.
<br />Seo. 549. Obstructions.
<br />If any person shall place any building material, rubbish, or
<br />other matter on the stop cock of the street main, or service pipe,
<br />or obstruct any fixture connected with the Gas Department, or
<br />remove or injure any pipe or open same so as to waste the gas,
<br />he shall be fined not less than $5 nor more than $20 for each
<br />offense.
<br />Sec. 660. Further rules and regulations—by committee.
<br />The committee may make from time to time such further rules
<br />and regulations for furnishing gas to private consumers as they
<br />may deem proper, same to take effect when approved by the
<br />Council.
<br />Sec. bbl. Free gas.
<br />In every case in which it may be deemed expedient to grant the
<br />free use of gas, the Council shall specify the amount to be con-
<br />tributed and an appropriation made annually to cover same, and
<br />any gas used in excess of said appropriation shall be charged for
<br />and collected from the institution or person using such free gas,
<br />at such price as is charged private consumers.
<br />Sec. 662. Superintendent to deliver all books and papers
<br />to successor.
<br />When the term of office of the Superintendent expires, his
<br />official books and papers shall be delivered by him to his suc-
<br />cessor, or disposed of in such manner as the Council or committee
<br />may direct.
<br />damage and losses which said city or its citizens may sustain by
<br />reason of his failure to comply with itic laws, rules and regula-
<br />tions which are now and may hereafter be passed by the City
<br />Council, or from neglect or carelessness in his work; such bond
<br />shall be renewed annually and put into the hands of the City
<br />Auditor, on or before the first day of May of each year.
<br />Sec. 666. Commissioner of revenue to issue license,
<br />when, etc.
<br />The Commissioner of the Revenue shall not issue a license to
<br />any one to engage in the business of plumbing and gas fitting
<br />until he has received notice from the Board stating that said
<br />applicant has complied with all the requirements of the foregoing
<br />section, nor shall the Commissioner renew such license until the
<br />bond required in said section shall have been filed with the Au-
<br />ditor. No person, who is not a practical plumber or gas fitter
<br />and cannot pass satisfactorily such an examination as may be
<br />prescribed by the Board, shall be permitted to practice the trades
<br />of plumbing and gas fitting in connection with the city water,
<br />sewer and Gas Departments, except as "helpers."
<br />CHAPTER XX1X.
<br />PLUMBERS AND GAS FITTERS.
<br />Seo. 663. Board of examiners.
<br />The Superintendent of Water and Sewers and of Gas shall
<br />constitute a Board of Examiners, who shall examine all appli.
<br />cants as may apply to test their fitness to practice the trades of
<br />plumbing and gas fitting in connection with the \Vater and Sewm
<br />and the Gas Departments of the city. Said examination Shap
<br />be held during the first week of February in each year, and to
<br />such other times as may be necessary. The Superintendent of
<br />Water and Sewers shall examine such applicants as to their fitness
<br />as practical plumbers for said department, and the Superintendent
<br />of Gas shall examine such applicants as to their fitness to do pm,
<br />tical gas fitting. The Superintendent of Water and Sewm
<br />shall be the chairman of the Board and all records of said Bond
<br />shall be filed. After passing a satisfactory examination said al�
<br />plicant or applicants shall be granted a certificate by the Board
<br />setting forth that he is a practical plumber and gas fitter, and is
<br />entitled to be licensed as such. Such certificate shall bear the
<br />signatures of both members of the Board.
<br />Sec. 664. Examination of plumbers and gas fitters.
<br />Any plumber or gas fitter wishing to do business in connectim
<br />with the city water works, sewers and gas works shall, during
<br />the first week in February of each year, apply in person to the
<br />Board of Examiners, as set forth in the foregoing section, and
<br />stand an examination on practical and scientific plumbing and
<br />gas fitting, and deposit with the chairman of the Board a fee of
<br />$1, said fee to be turned into the city treasury and credited to the
<br />Water and Sewers Department. Said applicants shall not only
<br />be subject to and conform to all and singular, the laws, rules and
<br />regulations and penalties which now exist, or may be hereafter
<br />passed by the Council, but shall enter into a hoed with security
<br />satisfactory to the Mayor in a penalty of $500, to indemnify
<br />and save harmless the city and its citizens, from all accidents,
<br />CHAPTER XXX.
<br />FIRE. DEPARTMENT.
<br />Seo. 668. Fire departmen"ontrol and supervision.
<br />The Fire Department of the City of Charlottesville shall be
<br />under the control of the Committee on Fire Department of 0

<br />City Council, subject only to the supervision of the Council.
<br />l drivers, enginemen or other persons in the employ of the Fire lk'
<br />partment shall be appointed by the Committee on vire Department
<br />and such appointments, together with the salaries to he paid, abs
<br />be reported to the Council for confirmation. Such persons or 0'
<br />ployees shall hold their positions for one year, or until severally
<br />removed by the committee. The said committee shall, subject to
<br />1 \ the provisions of these ordinances, have full power to provide
<br />supplies, tools, implements, and apparatus of any and all kinds in-
<br />cident to or to be used in the control, prevention and extinguis e
<br />ing of fires; and to buy, sell, construct and repair and have thea
<br />of the same, and to take any and all such action in the premises
<br />it may deem to be reasonably necessary and proper.
<br />Sec. 667. Fire company,
<br />The Fire Department of the city shall be composed of a volut
<br />teer organization known as the "Charlottesville lire Company'
<br />Such company so organized shall be under the direction and On'
<br />trot of an officer to be styled the Chief of the lire Department and
<br />one assistant chief. The election of chief and assistant together
<br />with such other officers as said company may deem necessary 5111
<br />be held at its regular meeting in August of each year, or as Cop
<br />thereafter as practicable, and their term of office shall comme'ce
<br />on the first day of Septeml er next following. The names Of the
<br />officers thus chosen by said company shall be presented to the
<br />Council at its next regular meeting for confirmation. In case th
<br />Council refuses to confirm said chief and other officers, said corn
<br />parry shall forthwith elect other persons in place of these "'horn the
