CHAPTER XXXII.
<br />THE POOR-COMMITTtE AND OVERSEER OF POOR.
<br />Sec. 671. Committee on poor.
<br />The Committee on Poor shall have the general control and di-
<br />rection of the public charities of the city, and shall see that those
<br />persons now receiving, or making application to receive, assistance
<br />from the poor fund of the city are worthy cases. The committee
<br />shall have power to remand such cases to the county poor house
<br />as they may deem proper.
<br />Sec. 672. Overseer of the poor—his election, term and
<br />compensation.
<br />The Council shall elect a qualified citizen of the city to the office
<br />of Overseer of the Poor, whose term of office shall be for two
<br />years, unless sooner removed for cause, or elected to fill a vacancy,
<br />and shall receive such compensation as may be fixed by the Coun-
<br />cil.
<br />Sec. 673. Bame—duties.
<br />It shall be the duty of the Overseer of the Poor, on the applica-
<br />tion by or on behalf of any person or family unable to support
<br />himself or themselves, or if he or they have a legal settlement in
<br />the city, to provide for or assist such person or family, but no
<br />person shall be deemed to have a legal settlement in the city until
<br />he has resided therein for one year, nor if he has migrated into the
<br />state within three years unless, at the time of migrating, he was
<br />able to maintain himself.
<br />Sec. 674. Non-resident paupers coming into the city.
<br />When it shall come to the knowledge of the Overseer of the
<br />Poor that any person has come into the city who is likely to be-
<br />come chargeable thereto it shall be his duty to report such cases
<br />to the Mayor for removal to the district or county where they were
<br />last settled.
<br />CHAPTER XXXIII.
<br />ANIMALS IN CITY.
<br />Bee. 678. Dangerous animals—unlawful to permit to be
<br />at large.
<br />No person shall suffer any animal belonging to him, or under
<br />his control, and known to be dangerous or mischievous, to go at
<br />large in the city. Any one violating this section shall be fined
<br />not less than $2 nor more than $5, and each day such animal shall
<br />go at large shall be considered a separate offense. If the owner
<br />of such animal shall fail to take it into his custody, after being
<br />notified so to do, the said animal shall be killed by any policeman
<br />who may deem it necessary for the safety of persons in the street.
<br />Sec. 679. Domestic animals—unlawful to permit to be at
<br />large.
<br />No person shall permit a horse, mule, cow or hog to go at large
<br />in the city. Any one violating this section shall be fined not less
<br />than $1 nor more than $5 for each offense, and the horse, mule,
<br />cow or hog shall be impounded until redeemed, and if not re-
<br />deemed within five days after advertisement has been made in one
<br />of the city papers, it may be sold and the proceeds, after deduct-
<br />ing the amount of the fine and costs of arrest, keeping and ad-
<br />vertising, shall be held by the treasurer for the benefit of the
<br />owner; but no such animal shall be advertised until it has been
<br />impounded forty-eight hours.
<br />Sec. 680. Hogs—unlawful to keep In city, exception, etc.
<br />It shall be unlawful for any person to keep any live hog within
<br />the corporate limits of the city, except for immediate shipment or
<br />slaughter. Nor shall hogs be kept in pens or small enclosures
<br />within one-quarter of a mile of the corporate limits, except from
<br />November 1 to March 31, and then only by permit from the city
<br />Board of Health. Any person violating this section shall be fined
<br />not less than $1 nor more than $5 for each clay such violation
<br />Sec. 676. Aid to destitute non-residents.
<br />In cases in which a person who has not lived in the city for I
<br />year is in the city sick and destitute, or not in a condition to pro.
<br />vide for himself or herself, he or she may be aided from the poi
<br />fund until recovery, or in a condition to provide for themselves,
<br />But the overseer with the concurrence of the committee may
<br />discontinue the aid at any time. If a person is in the city sick and
<br />destitute, or if any female or children, unable to provide for thea,
<br />selves, are in the city and likely to become chargeable to the city,
<br />the overseer with the consent of the committee may send such
<br />persons to their homes, and the expense of so doing shall be pad
<br />out of the poor fund.
<br />sec. 676. Quarterly reports.
<br />The overseer shall each quarter make a report to the Council,
<br />setting forth the number provided for during the preceding quit.
<br />ter, how many were white and how many were colored, the nave
<br />of each, and for what length of time and where each was provided
<br />for or assisted, together with the total amount expended for the
<br />quarter.
<br />Bec. 677. But W of paupers.
<br />Any person dying in the city may be buried at the expense of
<br />the poor fund, upon an order from the Overseer of the Poor, wleo,
<br />in the opinion of the said overseer, the estate of the deceased k
<br />not sufficient to pay the expenses of said burial. Said burial SW
<br />in all cases be in the pauper section of the cemetery.
<br />Beo. 681. Bbeep--unlawful to keep in city.
<br />No sheep shall be kept in the city limits except four immediate
<br />shipment or slaughter, but in no event shall they be kept in the
<br />city for a longer period than twenty-four hours. Any one violet•
<br />ing this section shall be fined not less than $1 nor more than
<br />for each day such violation continues.
<br />Bee. 682. Dogs—how licensed, disposition of, etc.
<br />No one shall keep a clog in the city without a license to do to.
<br />Every keeper, custodian or owner of a clog, puppy or bitch itt
<br />this city shall apply to the Treasurer for a license to keep such
<br />dog, puppy or bitch on or before the first day of May in eeeh
<br />year, and shall pay therefor such sum as may be fixed in the 0
<br />nual license ordinance. The Treasurer shall provide at the er
<br />prnse of the city and furnish without cost to all residents of the
<br />city who shall apply therefor and pay said license, a 1111*0
<br />medal or tag which shall be valid only for the current 1
<br />00
<br />year. The Treasurer shall keep a record of all persons to whom
<br />licenses have been issued under this section. Any person violet'
<br />ing this section by keeping an unlicensed dog, puppy or bitch is
<br />the city shall pay a fine not exceeding $5 and in addition the dol+
<br />puppy or bitch may be impounded until redeemed by the pay'
<br />ment of the license tax hereby imposed and $1 additional for ap
<br />resting and impounding, and if not redeemed within five days
<br />after such impounding, such clog, puppy or bitch shall be put to
<br />death, and removed and interred heyond the limits of the corpora'
<br />tion. The police shall report to the Police Justice any Person
<br />refusing or evading the payment of the license as required under
<br />this section and a warrant shall be issued against such person, and
<br />upon conviction he shall be fined in accordance with this section
<br />This ordinance shall not apply to persons visiting tiie city with e
<br />dog provided the dog does not remain over ten days.
<br />Any person who shall allow his dog or dogs to continuously
<br />bark or howl to the annoyance of his neighbor, and who shah
<br />after being notified of the same by the police or neighbor, refuse
<br />to keep him quiet, shall be subject to a fine of not less than $S
<br />and be required to remuve the offending clog from the city
<br />See. 683. Bitches in heat.
<br />No person shall hermit any bitch in heat to go at large in the
