100 <br /> <br />tax of thirty-two dollars ($32) for the second table, and sixteen <br /> <br />dollars ($16) additional for each table in excess of two. <br /> <br />20. Blacksmith and Wheelwright Shops. <br /> <br />On every person or firm conducting a blacksmith shop the <br /> <br />license tax shall be five dollars ($5) for the first anvil and two <br /> <br />dollars and fifty cents ($2.50) for each additional anvil. On <br /> <br />every person or firm conducting a wheelwright shop the tax <br /> <br />shall be five dollars ($5). <br /> <br />21. Bowling Saloon, Tenpin Alley or Boxball. <br /> <br />On every license permitting a bowling saloon, tenpin alley or <br /> <br />boxball to be kept in this city, whether a charge is made for play- <br /> <br />ing, or not, where the public is invited, the tax shall be twenty <br /> <br />dollars ($20) for each alley. No pro rata. <br /> <br />22. Brokers in Stocks, Bonds, Bills or Futures. <br /> <br />On every license to a person or firm to conduct the business <br /> <br />of stock, bond, note or bill broker, the tax shall be fifty dollars <br /> <br />($50), but brokers in futures shall pay a license tax of three <br /> <br />hundred dollars ($300). <br /> <br />23. Building and Loan Associations. <br /> <br />Every building and loan association having its head office in <br /> <br />this city shall pay a specific license tax of one hundred dol- <br /> <br />lars ($100). <br /> <br />2 4. Cider. <br /> <br />No liquid designated as cider of any sort shall be sold by any <br /> <br />person or firm within the limits of the City of Charlottesville, <br /> <br />Va., unless the person or firm selling or offering for sale the <br /> <br />same shall have first paid a license tax of $25, which shall be in <br /> <br />addition to a merchant's license on purchases, and also obtained <br /> <br />a permit authorizing such sale, which permit shall be signed by <br /> <br />a majority of the Police Committee of the Council of said city <br /> <br />and approved by the Mayor, and provided further, that, if in <br /> <br />the judgment of the said committee the place of business of the <br /> <br />person or firm operating under such license and permit becomes <br /> <br />disorderly, or the traffic tinder such license and permit leads to <br /> <br />disorder in the city, such license and permit may be revoked by <br /> <br />a majority of said committee, with the approval of the Mayor, <br /> <br />after twenty-four hours' notice to the holder thereof. <br /> <br />Any violation of this section shall be punished by a fine of <br /> <br />not less than five dollars ($5), nor more than fifty dollars <br /> <br />($50), or confinement in jail not exceeding three months, or <br /> <br />both fine and imprisonment, as in the discretion of the Police <br /> <br />justice or the Court may seem proper. <br /> <br />This ordinance shall not apply to the sale of sweet cider sold <br /> <br />by the person growing the fruit from which the cider was made. <br /> <br />2 5. Common Criers. <br /> <br />On every license to a common crier the tax shall be twenty- <br /> <br />five dollars ($25) and he shall not as such crier, give any evi- <br /> <br />dence of sale or title to the purchaser. This license may be pro <br /> <br />rated for a period of not less than six months. <br /> <br />26. Contractors. <br /> <br />Any person, firm or corporation accepting orders or con- <br /> <br />tracts for doing any work on or in any building or structure re- <br /> <br />quiring the use of paint, stone, brick, mortar, cement, wood, <br /> <br />structural iron or steel, sheet -iron, galvanized iron, metallic pip- <br /> <br />ing, tin, lead, electric wiring or other metals or any other build- <br /> <br />ing or decorating material; or who shall accept contracts to do <br /> <br />any paving, or curbing on sidewalks or streets, public or private <br /> <br />property, using asphalt, brick, stone, cement, wood or any <br /> <br />composition, or who shall accept an order for or contract to <br /> <br />excavate earth, rock or other material for foundations or any <br /> <br />other purpose, or who shall accept an order or contract to con- <br /> <br />struct any sewer of stone, brick, terra cotta, or other material, <br /> <br />shall be deemed a contractor. The specific license tax on every <br /> <br />person, firm or corporation for the privilege of conducting the <br /> <br />business of contractor or builder in this city, as described above, <br /> <br />shall he ten dollars ($10) on the first thousand dollars or less <br /> <br />of material purchased or used, and an additional tax of ten <br /> <br />cents on every hundred dollars of the amount of materials pur- <br /> <br />chased or used in excess of one thousand dollars; said addi- <br /> <br />tional tax shall be paid quarterly, and every person, firm or <br /> <br />corporation is hereby required to report under oath to the Com- <br /> <br />missioner of Revenue the amount of purchase on the first clay <br /> <br />of August, November, February and May of each year and pay <br /> <br />the amount due on the dates mentioned, and failure to do so <br /> <br />shall be considered as doing business without a license, and shall <br /> <br />be fined not less than $2.50 nor more than $5 for each day in <br /> <br />default. <br /> <br />27. Corn Doctors, etc. <br /> <br />Every corn, cancer, eye, or other itinerant doctor or optician <br /> <br />shall pay a specific license tax of twenty-five dollars ($25) per <br /> <br />annum. Not transferable. No pro rata. <br /> <br />28. Dance Halls. <br /> <br />On every license to a person or firm to conduct a dance hall <br /> <br />in which dancing is to be allowed, where an admission fee is <br /> <br />charged or a charge is made for participating; in such dancing, <br /> <br />the tax shall be $50, and no such license shall he granted until <br /> <br />such person or persons shall have secured the consent of the <br /> <br />Mayor, who shall satisfy himself that the person or perms <br /> <br />applying are proper persons to conduct such hall, and that the <br /> <br />location is suitable for such purpose, and it is further provided <br /> <br />that any such (lance hall shall be subject to such rules and reg <br /> <br />Mations as are now or may hereafter be prescribed by the <br /> <br />Council. Not transferable, No pro rata. <br /> <br />29. Dagnerrean and Photographic Artists and Can- <br /> <br />vassers for Copying Pictures. <br /> <br />The specific license tax on any person engaged in business as <br /> <br />a daguerrean or photographic artist, shall be thirty dollan <br /> <br />($30). All persons canvassing this city for copying pictures of <br /> <br />any description shall pay a specific license tax of fifty dollars <br /> <br />($50). Any itinerant daguerrean or photographic artist, or any <br /> <br />person taking orders in this city on the ticket or other plan for <br /> <br />photographs to be delivered or furnished by photographers of <br /> <br />this city, shall pay a specific license tax of fifty dollars ($50). <br /> <br />Any license granted under this section shall not be transfer- <br /> <br />ble or pro rated. <br /> <br />30. Dealers in Pistols, Dirks and Bowie Knives. <br /> <br />No person, firm or corporation shall sell pistols, dirks or <br /> <br />bowie knives without having first procured a license therefor. <br /> <br />Every person, firm or corporation engaged in the business of <br /> <br />selling pistols, dirks or bowie knives, or who may hereafter to- <br /> <br />gage in said business, shall pay for the privilege of transacting <br /> <br />said business a specific license tax of twenty dollars ($20), <br /> <br />and no such license shall he issued for any less period than one <br /> <br />year nor shall there be any abatement in any instance of the <br /> <br />tax upon such license by reason of the fact that the person or <br /> <br />persons so licensed shall have exercised such licensed calling <br /> <br />for a period of less than one year. <br /> <br />31. Dogs. <br /> <br />On every license to a keeper, custodian, or owner of a dog, <br /> <br />puppy, or bitch in this city the tax shall be one dollar ($1) on <br /> <br />a dog or spayed bitch or two dollars ($2) on a bitch; and the <br /> <br />Treasurer shall provide at the expense of the city, and for <br /> <br />nish without charge to all residents of the city who shall apply <br /> <br />therefor and pay said license, a metallic medal as provided for <br /> <br />in the ordinances, such medal to be valid only for the current <br /> <br />year. Any person violating this section by keeping an un- <br /> <br />licensed dog, puppy, or bitch in the city shall pay a fine of five <br /> <br />dollars ($5), and in addition the dog, puppy, or bitch may be <br /> <br />impounded until redeemed by the payment of the license tax <br /> <br />hereby imposed; and if not redeemed within five days after such <br /> <br />impounding, such dog, puppy, or bitch shall be killed in accord. <br /> <br />ance with the ordinances of the city. <br /> <br />32 Dyeing Establishments. <br /> <br />Each person conducting a dyeing establishment shall pay a <br /> <br />specific license tax of ten dollars ($10) per annum. No Pro <br /> <br />rata. Not transferable. <br /> <br />33. Eating Houses. <br /> <br />The specific license tax on any person to engage in keeping <br /> <br /> an eating house shall be twenty-five dollars ($25), and any Per. <br /> <br />sort who shall cook or otherwise furnish for compensation, did <br /> <br />or refreshments for casual visitors, at his house, and sold for <br /> <br />consumption therein, shall be construed to be the keeper of an <br /> <br />eating house. <br /> <br />34. Exhibiting Electrical Machines, etc. <br /> <br />Every person exhibiting for pay electrical machines for test- <br /> <br />ing strength or weight, or other machines or implements on <br /> <br />the streets or any location, for profit, shall pay a specific license <br /> <br />tax of five dollars ($5) per annum or two dollars ($2) Per <br /> <br />Not transferable. <br /> <br />35. Express and Transportation Companies. <br /> <br />Every express company or railroad doing an expressb for <br /> <br />ness, having an office or doing business in this city, shall pay for <br />
