21. Bakers. <br /> <br />Each person or firm conducting the business of baking shall <br /> <br />pay a specific license tax of $25 per annum. Not transferable. <br /> <br />No pro rata. <br /> <br />22. Barbers. <br /> <br />On every license to a barber the tax shall be $5.00 for each <br /> <br />chair. <br /> <br />23. Bill Posters. <br /> <br />Each bill poster shall pay a license tax of twenty dollars <br /> <br />($20) for one year. All persons who post notices, bills and <br /> <br />labels for compensation, shall be construed as bill posters. No <br /> <br />pro rata. Any person taking out this license may have the <br /> <br />privilege of distributing advertisements as defined in section 2. <br /> <br />24. Billiard or Pool. <br /> <br />On every license to keep a billiard or pool saloon the tax shall <br /> <br />be sixty-four dollars ($64) for one table, and an additional tax <br /> <br />of thirty-two dollars ($32) for the second table, and sixteen <br /> <br />dollars ($16) additional for each table in excess of two. <br /> <br />25. Blacksmith and Wheelwright Shops. <br /> <br />On every person or firm conducting a blacksmith shop the <br /> <br />license tax shall be five dollars ($5) for the first anvil and two <br /> <br />dollars and fifty cents ($2.50) for each additional anvil. On <br /> <br />every person or firm conducting a wheelwright shop the tax shall <br /> <br />be five dollars ($5) . <br /> <br />26. Bootblacks. <br /> <br />For each chair or stand accommodating not more than one <br /> <br />person the license shall be $2 and when a bench is used the li- <br /> <br />cense shall be $2 for each pair of foot rests, for year or any <br /> <br />part of year. <br /> <br />27. Bottling Works. <br /> <br />See § 99. <br /> <br />28. Bowling Saloon, Tenpin Alley or Boxball. <br /> <br />On every license permitting a bowling saloon, tenpin alley or <br /> <br />boxball to be kept in this city, whether a charge is made for play- <br /> <br />ing or not, where the public is invited, the tax shall be twenty <br /> <br />dollars ($20) for each alley. No pro rata. <br /> <br />29. Brokers in Stocks, Bonds, Bills or Futures. <br /> <br />On every license to a person or firm to conduct the business <br /> <br />of stock, bond, note or bill broker, the tax shall be fifty dollars <br /> <br />($50), but brokers in futures shall pay a license tax of three <br /> <br />hundred dollars ($300). <br /> <br />30. Building and Loan Associations. <br /> <br />Every building and loan association having its head office in <br /> <br />this city shall pay a specific license tax of one hundred dollars <br /> <br />($100). <br /> <br />31. Carnival. <br /> <br />On every carnival exhibiting within tents $350 per week. <br /> <br />This license does not cover baby racks, knife racks or like games <br /> <br />of chance not prohibited by law, or anything specifically taxed <br /> <br />by any other section of this ordinance. <br /> <br />32. Ohiropodists, etc. <br /> <br />Every ohiropodist, manicurist or hair dresser shall pay a spe- <br /> <br />cific license tax of $10 per annum. Not transferable. No pro <br /> <br />rata. <br /> <br />33. Cider. <br /> <br />No cider of any sort shall be sold by any person or firm within <br /> <br />the limits of the City of Charlottesville unless the person or firm <br /> <br />selling or offering for sale the same shall have paid a specific <br /> <br />license tax of fifteen hundred dollars ($1500). No pro rata. <br /> <br />Persons or firms selling cider at wholesale to merchants shall <br /> <br />be required to pay the usual merchant's license tax only. <br /> <br />Any violation of this section shall be punished by a fine of <br /> <br />nut less than five dollars ($5), nor more than fifty dollars ($50), <br /> <br />or confinement in jail not exceeding three months, or both fine <br /> <br />and imprisonment, as in the discretion of the Police Justice or <br /> <br />the Court may seem proper. <br /> <br />This ordinance shall not apply to the sale of sweet cider sold <br /> <br />by the person growing the fruit from which the cider was made. <br /> <br />34. Civil Engineers. <br /> <br />See § 14. <br /> <br />35. Cleaning and Pressing. <br /> <br />Each person or firm conducting a cleaning and pressing estab- <br /> <br />lishment shall pay a specific license tax of $10 per annum. Not <br /> <br />transferable. No pro rata. <br /> <br />36. Cold Storage Plants. <br /> <br />Every person, firm or corporation operating a cold storage <br /> <br />plant shall pay for the storage privilege only, a license tax of <br /> <br />fifty dollars ($50) per annum. <br /> <br />37. Common Criers. <br /> <br />On every license to a common crier the tax shall be twenty. <br /> <br />five dollars ($25) and he shall not as such crier, give any evi- <br /> <br />dence of sale or title to the purchaser. This license may be pro <br /> <br />rated for a period of not less than six months. <br /> <br />38. Contractors. <br /> <br />Any person, firm or corporation accepting orders or con- <br /> <br />tracts for doing any work on or in any building or structure re- <br /> <br />quiring the use of paint, stone, brick, mortar, cement, wood <br /> <br />structural iron or steel, sheet -iron, galvanized iron, metallic <br /> <br />piping, tin, lead, electric wiring or other metals or any other <br /> <br />building or decorating material; or who shall accept contracts <br /> <br />to do any paving, or curbing on sidewalks or streets, public or <br /> <br />private property, using asphalt, brick, stone, cement, wood or <br /> <br />any composition, or who shall accept an order for or contract <br /> <br />to excavate earth, rock or other material for foundations or any <br /> <br />other purpose, or who shall accept an order or contract to con- <br /> <br />struct any sewer of stone, brick, terra cotta, or other material, <br /> <br />shall be deemed a contractor. The specific license tax on every <br /> <br />person, firm or corporation for the privilege of conducting the <br /> <br />business of contractor or builder in this city, as described above, <br /> <br />shall be ten dollars ($10) on the first thousand dollars or less <br /> <br />of material purchased or used, and an additional tax of ten <br /> <br />cents on every hundred dollars of the amount of materials pur- <br /> <br />chased or used in excess of one thousand dollars; said addi- <br /> <br />tional tax shall be paid quarterly, and every person, firm or <br /> <br />corporation is hereby required to report undo oath to the Com- <br /> <br />missioner of Revenue the amount of purchase on the first day <br /> <br />of August, November, February and May of each year and pay <br /> <br />the amount due on the dates mentioned, and failure to do so <br /> <br />shall be considered as doing business without a license, and <br /> <br />shall be fined not less than $2.50 nor more than $5 for each day <br /> <br />in default. <br /> <br />39. Conveyancers. <br /> <br />See § 14. <br /> <br />40. Corn Doctors, etc. <br /> <br />Every corn, cancer, eye, or other itinerant doctor or optician <br /> <br />shall pay a specific license tax of twenty-five dollars ($25) per <br /> <br />annum. Not transferable. No pro rata. <br /> <br />41. Creamery. <br /> <br />Each person, firm or corporation conducting a creamery shall <br /> <br />pay a specific license tax of $25 per annum. Not transferable. <br /> <br />No pro rata. <br /> <br />42. Dance Halls. <br /> <br />On every license to a person or firm to conduct a dance hall <br /> <br />in which dancing is to be allowed, where an admission fee is <br /> <br />charged or a charge is made for participating in such dancing <br /> <br />the tax shall be $50, and no such license shall be granted until <br /> <br />such person or persons shall have secured the consent of the <br /> <br />Mayor, who shall satisfy himself that the person or persons alr <br /> <br />plying are proper persons to conduct such hall, and that the Io- <br /> <br />cation is suitable for such purpose, and it is further provided <br /> <br />that any such dance hall shall be subject to such rules and reg- <br /> <br />ulations as are now or may hereafter be prescribed by the Coun- <br /> <br />cil. Not transferable. No pro rata. <br /> <br />43. Daguerrean and Photographic Artists and Canvaese <br /> <br />for Copying Pictures. <br /> <br />The specific license tax on any person engauged in business as <br /> <br />a daguerrean or photographic artist, shall be thirty dollars <br /> <br />of $30). All persons canvassing this city for copying pictures <br /> <br />any description shall pay a specific license tax of fifty dollars <br /> <br />$50). Any itinerant daguerrean or photographic artist, or any <br /> <br />person taking orders in this city on the ticket or other for <br /> <br />photographs to be delivered or furnished by photographers of <br /> <br />this city, shall pay a specific license tax of fifty dollars ($50). <br /> <br />Any license granted tinder this section shall not be transfera- <br /> <br />ble or pro rated. <br /> <br />44. Dealers in Pistols, Dirks and Bowie Knives. <br /> <br />No preson, firm ur corporation shall ,sell pistols, dirks or <br /> <br />
