Be it. Ordained, by►othe Common Council, the Board of Aldermen concurring, 1. That any municipal construction or public improvement effected witti► the proceeds of bonds issued therefor and sold according to law shall be an undertaking unralated to the usual routine of municipal administration or to the officers and emploYees charged with the conduct of said municipal adejAkstration. 2. That sucn construction as may be authorized and provided for by a bond issue cull be effected in accordance with this policy by a board of seven, constitlrted of one Alderman, chosen by the Board of Aldermen, two Councilmen, chosen by the Common council' and four citizens of suitable qualifications, one from each ward to be appointed by the Councils in separate session upon the nomination of the Aldermen and Councilmen of each ward in pursuance of recommendations by ward mass meetings or independently as the Aldermen and Councilmen of the respective wards May deem best; provided,. 1'owgver1 that no official or employee of the city and no person who is the official ox enipleyee of a public utility shall be eligible to serve on said board, except as her.einbefo'e provided. 3.
