Ordained, by the Common Council, the Board of Aldermen concurring, <br /> <br />1. That any municipal construction or public improvement effected with the proceeds <br /> <br />of bonds issued therefor and sold according to law shall be an undertaking unralated <br /> <br />to the usual routine of municipal administration or to the officers and employees <br /> <br />charged with the conduct of said municipal administration. <br /> <br />2. That sucn construction as may be authorized and provided for by a bond issue shall <br /> <br />be effected in accordance with this policy by a board of seven, constitlrted of one <br /> <br />Alderman, chosen by the Board of Aldermen, two Councilmen, chosen by the Common council <br /> <br />and four citizens of suitable qualifications, one from each ward to be appointed by <br /> <br />the Councils in separate session upon the nomination of the Aldermen and Councilmen <br /> <br />of each ward in pursuance of recommendations by ward mass meetings or independently <br /> <br />as the Aldermen and Councilmen of the respective wards May deem best; provided, however, <br /> <br />that no official or employee of the city and no person who is the official or employee <br /> <br />of a public utility shall be eligible to serve on said board, except as hereinbefore <br /> <br />provided. <br /> <br />3. That an engineer of known fitness and ability employed shall be employed to provided plans <br /> <br />and specifications for all construction and to see that construction is accomplisbed <br /> <br />in strict accordance therewith;. his appointment to be approved by the Councils in <br /> <br />separate session. <br /> <br />4. That all plans and specifications shall be reviewed by the Advisory Board provided <br /> <br />for in section 2 of this ordinance, and approval or disapproval shall be promptly <br /> <br />reported, with recommendations, to the Councils in separate session with whom final <br /> <br />decision shall rest, by resolution or ordinance. <br />
