SEC. 6. BRAKES- HORNES:

<br />Every motor vehicle while in use on the streets of this City shall be provided
<br />
<br />with good and sufficient brakes and also with a suitable bell, horn or other sihnal
<br />
<br />device in good working order capable of making at all times an abrupt sound or signal
<br />
<br />sufficiently loud to be heard under all conditions of traffic and it shallbe unlawful
<br />
<br />for any person to cause the blast or signal to be given unnecessarily while such
<br />
<br />vehicle is standing or being operated within the city.
<br />
<br />Sec. 7. SPEED:
<br />
<br />No person shall operate an automobile, motor vehicle, or other vehicle on the
<br />
<br />streets of this city, at a greater rate of speed than is reasonable and proper for
<br />
<br />the time and place, having due regard for the traffic and use of said street, or way,
<br />
<br />and in no event at a greater rate of speed than fifteen miles per hour on any street,
<br />
<br />and a rate of speed not greater than six miles per hour around corners.
<br />
<br />Sec. 8. No person shall operate, drive, ride or propel, and no owner thereof riding
<br />
<br />thereon or therein shall cause or permit to be operated, riddwn or driven or pro-
<br />
<br />pelled on any street in this city, any horse or vehicle, recklessly or negligently,
<br />
<br />or at a speed or in a manner so as to endanger the life, limb or property of any person.
<br />
<br />SEC. 9. Slowly moving vehicles shallkeep as close as possible to the curb on the
<br />
<br />right, allowing more swiftly moving vehicles free passage to their left.
<br />
<br />SEC. 10: DUTY ON PASSING HORSES.
<br />
<br />Wheneverit shall appear that any horse ridden or driven by any person upon any
<br />
<br />of the streets of the city is about to become frightened by the passing or approach
<br />
<br />of any motor vehicle, it shallbe the duty of the person driving or conducting such
<br />
<br />motor vehicle to cause same to come to a full stop until such horse shall have passed
<br />
<br />or is quieted.
<br />
<br />SEC. 11. CURVES, SCHOOLS, ETC.
<br />
<br />If the rate of speed of any vehicles operated in the City of Charlottesville,
<br />
<br />Virginia, while going around a corner, as in section 7 or where the driver's view of
<br />
<br />the street is obstructed, or pass schools, churches, or places of public assembly,
<br />
<br />while any such are receiving or dischartring patrons, exceed six miles per hour, such
<br />
<br />rate of speed scall be prima facie evidence that the person operating and controlling
<br />
<br />such vehicle is running, at a rate of speed greater than is reasonable, having due
<br />
<br />regard to the traffic and the use of the way or so as to endanger the life or injure
<br />
<br />the property of any persons. Nothing in this section shall apply to automobiles or
<br />
<br />other vehicles owned or operated by the Fire and Police Departments, City ambulance,
<br />
<br />or to vehicles of physicians and surgeons responding to emergency calls, or to
<br />
<br />automobiles when their services are needed in emergency cases, provided the legal
<br />
<br />speed is not exceeded in congested areas, or elsewhere if the temporary conditions
<br />
<br />make it dangerous to du so and provided that the car is tobe under control at all
<br />
<br />times.
<br />
<br />Sec. 12. CONTROL.
<br />
<br />Every person driving or operating a vehicle upon the streets of this city shall
<br />
<br />have such equipment under control at all times and in turnirke into a street or other
<br />
<br />place shall warn of his approach by signaling with horn, bell or other suitable
<br />
<br />devices, and shall indicate by hand, whin or other device the direction in which he
<br />
<br />intends to proceed, or if re intends to back, by a suitable warning in the same manner;
<br />
<br />so as to insure the safety and protection of otter users of the streets in the vicinity
<br />
<br />at the time and must stop, if necessary, to prevent accidents or to secure the safety
<br />
<br />of others.
<br />
<br />SBC. 13 . POLICE DEPARTMENT TO CONTROL.
<br />
<br />The Police Department sliall have all powers, autrorities and duties in relation
<br />
<br />to the nanarement and direction of all vehicles and pedestrian: traffic in the interest
<br />
<br />of public safety, comfort and convenience. Persons using the sidewalks and streets
<br />
<br />of the city scall cornly at all tines and places with any direction by voice, rand,
<br />
<br />whistle, sign or signal, from any member of the police force as to starting, stopping,
<br />
<br />slowing, parking, approaching or departing from any place; also as to the manner of
<br />
<br />taking or setting down passengers and in loading and unloading vehicles. The Police
<br />
<br />Department shall have authority to place upon the sidewalks or streets of the city such
<br />
<br />signs, signals and other devices for handling traffic as it may deem necessary.
<br />
<br />Sec.14 a. PASSING.
<br />
<br />Vehicles overtaing another shall pass on the left of the overtaken vehicle and
<br />
<br />not return to the right until entirely clear of the overtaken behicle. No vehicle
<br />
<br />shall be allowed to stand fur any length of time within twenty ' 20) feet of any fire
<br />
<br />plug, nor within ten (10) feet of the corner of any city block as measured from the
<br />
<br />building line extended, nor within five feet of any alley corner; and all vehicles
<br />
<br />on the streets when not in motion shall be kept with the right side next to the curb.
<br />
<br />(b). It shall be unlawful fur a street car to enter a switch or passing track on
<br />
<br />Main Street until the opposing car enters the opposite switch at the same time, except
<br />
<br />the switch at union station when the cars may anter the passing track and stop 175 feet
<br />
<br />west of the west side of Eighth Street and remain until the opposite car enters the
<br />
<br />opposite switch. Except as above, it shall be unlawful to stop any street car for
<br />
<br />receiving or discharging passengers except at street corners. The operator og a
<br />
<br />street car so doing scall be fined not less than $5. for each offense.
<br />
<br />SEC.15. TURIING.
<br />
<br />Every vehicle shall, when turning into another street to the right, turn the
<br />
<br />corner as near the right hand curb as practicable.
<br />
<br />SEC.16. Vehicles turing into another street to the left shall circle around the
<br />
<br />center of the street intersection.
<br />
<br />SEC.17. No vesicle shall make a turn within the congested district except at street
<br />
<br />intersections.
<br />
<br />Sec -18. Any person driving a motor vehicle shall, when emerging from a building,alley
<br />
<br />or other place where the view is obstructed, proceed slowly and give adequate warning
<br />
<br />of such approach before clearing the opening thereof.
