<br />change is reouested, and shall specify clearly by metes and bounds, or by courses and dis-
<br />tances, or by plat and survey attached thereto, the boundaries of the proposed area. it which
<br />the change is reruested. Said petition, together with a copy thereof, shall be presented to
<br />the Clerk of the Council, and at the first succeeding meeting of the Council it shall be
<br />presented to the Council for consideration, whereupon if the Colancil deem it advisable, they
<br />shall name a Committee from their own number, who shall investigate the advisability of having
<br />a public hearing on the proposed change, and shall report their findi.n�s at the next m^eting of
<br />said Council. Upon said Council's approval of a fa.vorablF report by said Committee, notice of
<br />the proposed change shall be published in the newspaper at least once a week for two consecutive
<br />weeks, which notice shall state the time and place for the holding of a public hearing, on the
<br />proposed change, the boundaries of the area which will be effected, and the change proposed
<br />in terms of districts.

<br />4 It shall be unlawful for any person, firm or corporation to use the sidewalk or the space

<br />Any person viclating any Prov- sion of this ordinance shall pay a fine of not less than two
<br />nor more than ten dollers for each offense.
<br />So much of Section 1920 Section 178 (f)v Section 196, City Code of 1909, as are in conflict
<br />herewith, and all other ordinances or parts of ordinances, which PrP incor.si stent with the pro-
<br />visions of this ordinance are hereby repealed.
<br />This ordinance shall be effective as of January 1, 1931.

<br />AN EMERGENCY ORDINANCE REGULATING THE USE OF CITY WATER AND IMPOSING A PENALTY FOR
<br />VIOLATION THEREOF.
<br />WHEREAS, due to the unprecedented drought, the City Water Supply has been diminishing for
<br />some time past and has now reached such a low point that public health and safety demand that

<br />it be most carefully conserved.
<br />NOW, THEREFORE, BE I`1' ORDAINED by the Counel l of the City of Charlottesville, Virginia,
<br />that it shall be unlawful for any person, firm or corporation to use any City Water for wash-
<br />ing automobiles or other vehicles, or for sprinkling lawns, streets or sidewalks, or to use
<br />City water through hose connections except for building or construction purposes. It shall 8100
<br />be unlawful to wilfully waste any City water or to use any City water beyond what is actually
<br />needed for lawful purposes.
<br />Any violation of this ordinance s'hPll be punished by a fine of not less than 410.00. This
