<br />AN ORDINANCE ENACTING NEW SECTION TO THE CITY CODE OF 1932, DEFINING
<br />AND PROHIBITING THE BULK STORAGE OF GASOLINE, ETC., WITHIN THE FIRE
<br />LIMITS, AND PROVIDING FOR THE UNLOADING AND PIPING OF FLAMMABLE LIQUIDS.
<br />BE IT ORDAINED by the Council of the City of Charlottesville that the following new sections
<br />be added to the City Code of 1932, and the same are hereby enacted to read as follows:
<br />Sec. 320 (1) GASOLINE, BENZINE AND NAPHTHA. BULK STORAGE, HANDLING, UNLOADING.
<br />The storaCe, keeping or handling of gasoline or any other highly explosive liquids
<br />in quantities of more than 2,000 gallons in any one container is hereby defined to be
<br />"Bulk Storage". INithin the fire limits of the City as now exist, or as hereafter changed,
<br />the bulk stcrage of gasoline or other highly explosive liqulds is prohibited and it dh all
<br />be unlawful for any person, firm or corporation to store, keep or handle the same in bulk
<br />within the said fire limits of the City. The .foregoing provisions shall not apply to tank
<br />cars in transit but shall apply to the unloading of tank cars within the fire limits, and
<br />it shall be unlawful for any person, firm or corporation to place or spot a tank car con-
<br />taining bulk storage as herein defined, within the said fire limits, for the purpose of
<br />loading or unloading.
<br />Sec. 320 (2) GASOLINE, BENZINE AND NAPHTHA. TANK CAR U14LOADING POINTS.
<br />In addition to the prohibitions and restrictions set forth above in Sec. 320 (1) of
<br />the City Code, it shall be unlawful to unload a tank car of gasoline or other flammable
<br />liquid which has a flash point below 700 closed cup.tester at any point within the City
<br />limits, except under the following conditions and restrictions.
<br />(a) The railroad siding on which any tank car is placed for unloading, shall be
<br />equipped with facilities for piping the liquid directly from the tank car to the storage
<br />tank.
<br />(b) The pump required for this shall be of approved type and securely installed. If
<br />electrically driven, the motor shall be of a type approved for use in hazardous atmospheres.'
<br />Remote control as well as control at the pump shall be provided.
<br />(c) Tank cars shall not be discharged by the use of compressed air.
<br />(d) Tank cars shall not be unloaded directly into tank trucks.
<br />(e) Before unloading is started, the tank car shall be electrically grounded in an -
<br />effective manner.
<br />Sec. 320 (3) GASOLINE, BENZINE AND NAPHTHA. PIPING FROM UNLADING POINT TO STORAGE TANK.
<br />It shall be unlawful to transport or handle gasoline or other flammable liquid through
<br />pipes or other conduits of any kind, from any unloading point as provided for above in
<br />Sec. 320 (2) to any container within the fire limits.
<br />Sec. 320 (4) GASOLINE BENZINE AND NAPHTHA. PENALTY FOR VIOLATIONS OF SECS. 320(1) 320 (2)
<br />AND 320 (3).
<br />Any person tt firm or corporation violating any of the provisions of Section 320 (1), 320
<br />(2), and 320 (3) shall be fined not less than $10.00, nor more than $50.00, and each day such
<br />violation continues shall constitute a separate offense.
<br />Subsection 1 of this Ordinance shall become effective and be in force from and after the
<br />21st day of January, 1933, and all other provisions shall become effective from the date of pass-
<br />age. All Ordinances or parts of ordinances in conflict herewith are hereby repealed.
