<br />(g) That the City of Charlottesville will, as soon as possible after
<br />annexation, by ordinance, organize the annexed territory into new wards or attach
<br />the same to existing wards.
<br />(h) That in the annexed territory, no new streets or alleys shall be
<br />opened or projected except with the consent and approval of the Council of the City
<br />of Charlottesville. -
<br />(4) That the City Attorney be, and he is hereby, instructed to institute and
<br />prosecute, with as little delay as possible, the necessary legal proceedings in order
<br />to annex to the City of Charlottesville, by proper decree and judgment of the Circuit
<br />Court of the County of Albemarle, the territory hereinbefore accurately described,
<br />upon the terms and conditions hereinbefore set forth.
<br />(5) This ordinance shall be in force from and after its passage.

<br />AN ORDINANCE CALLING AN ELECTION TO AUTHORIZE A BOND ISSUE OF
<br />$339,735.00
<br />WHEREAS, it is deemed necessary and expedient and to the advantage and
<br />benefit of the City that the City should negotiate a loan for the providing of money
<br />for the following purioses, to -wit:
<br />1. (a) To pay 559 of the cost of constructing a public High School building
<br />for white children, properly equip the same, acquire the necessary land for same ana to
<br />make such other necessary improvements as will provide a complete High School Plant
<br />for the housing of White School children of the City.
<br />The amount needed for 559 of the aforesaid school improvement will aggregate
<br />not more than $284,735.00;
<br />(b) To pay 55% of the cost of constructing an addition to the public school
<br />building for colored children, properly equip the same, acquire the necessary land
<br />for same and to maiLe such other necessary improvements as will provide a complete
<br />school plant for the housing of colored children of the city.
<br />The amount needed for 55% of the aforesaid colored school improvement will
<br />aggregate not more than $55,000.00;
<br />WHEREAS, the total of the aforesaid sums amounting to $339,735.00, when
<br />added to the debt of the City now existing, will not reach the constitutional limit
<br />to the authority of the City to issue bonds not exceeding eighteen per centum of the
<br />assessed valuation of the real estate of the City subject to taxation as shoym by the
<br />last assessment for taxes,
<br />NOW THEREFORE, BE IT ORDINANED, by the Council of the City of Charlottesville,
<br />the following members being present, Mr. Gleason, Dr. Haden, Mr. Huff, and Mr. Jessup,
<br />constituting four fifths of the entire membership of said Council. (Only one member,
<br />F. W. Twyman, being absent on account of sickness).
<br />I. That the City negotiate a loan not exceeding $339,735.00 (Three Hundred
<br />Thirty Nine Thousand, Seven Hundred and Thirty Five Dollars) for the purposes aforesaid,
<br />of which aggregate sum of $339,735.00, a sum not exceeding $284,735.00 (Two Hundred
<br />Eighty -Four Thousand, Seven Hundred and Thirty Five Dollars) shall be used for said
<br />program of public white high school construction, expansion and improvement for white
<br />children, and a sum not exceeding $55,000.00 (Fifty Five Thousand Dollars) shall be
<br />used for said program of public school construction, expansion and improvement for
<br />colored children.
<br />The bonds issued for the above purooses shall be known as School Improve-
<br />ment Bonds Series of 1933.
<br />For said loan the City shall issue coupon bonds payable to the Bearer
<br />serially from three years to thirty years after the date thereof; $9,735.00 bonds
<br />of said issue shall mature three years after date thereof; $10,000.00 bonds of said
<br />issue shall mature annually four to twelve years after the date thereof; x"12,000.00
<br />bonds of said issue shall mature annually thirteen to twenty-two years after the
<br />date thereof; and $15,000.00 bonds of said issue shall mature annually twenty-three
<br />to thirty years after the date thereof, bearing interest at a rate not exceeding 59
<br />(five per centum) per annum, payable semi-annually, such installments of interest
<br />to be evidenced by coupons attached to said bonds. The bonds shall be numbered from
<br />1 to 340, both inclusive, and shall be in the denomination of $1000.00 eich, except
<br />bond number one which shall be in the denomination of $735.00. All of said bonds
<br />shall be signed by the ;payor who shall affix to them the cor,jorate seal of the City,
<br />and shall also be signed by the Clerk of the Council and the Treasurer, and the
<br />coupons thereto attached shall be certified by the facsimile signature of the
<br />Treasurer. Said bonds shall be exempt from City taxes and the coupons shall be
<br />receivable for all taxes, debts and demands due to the City of Charlottesville.
<br />II. That there shall be levied in each year while any of said bonds are out-
<br />standing and unpaid, a tax upon all of the taxable property in the City of Charlottes-
<br />ville, suficient to pay the principal and interest of said bonds as the same respec-
<br />tively become due and payable.
