<br />IV. That the Finance Committee of the City be and is hereby given absolute power
<br />to act on behalf of the City in selling -at par or more the whole of said bond issue or
<br />any part thereof.
<br />V. That the proceeds of this entire issue of said bonds shall be used exclusively
<br />for Public School Improvement and the entire proceeds of the sale of Three Hundred Thirty
<br />Nine Thousand, Seven Hundred Thirty Five ($339,735.00) Dollars of said Bonds shall at
<br />once be subject to the call of the School Board of the City of Charlottesville as needed
<br />and Shall be paid upon proper warrant drawn by the said School Board upon the Treasurer
<br />of the City of Charlottesville.
<br />VI. That so long as the said bonds or any of them shall remain outstanding and
<br />unpaid, there shall annually be levied on all taxable property of the City a tax
<br />sufficient to provide for the payment of the principal and interest as the same
<br />respectively become due and payable.
<br />VII. This ordinance shall take effect immediately.

<br />AN ORDINANCE AMENDING THE 1938 ANNUAL LICENSE TAX ORDINANCE
<br />BY ADDING A NEW SECTION THERETO, NUMBERED AND ENTITLED 11106a.
<br />SAMPLES - DISPLAY - PENALTY".
<br />BE IT ORDAINED by the Council of the City of Charlottesville that a new section
<br />be added to the License Tax Ordinance for the year 1938, entitled f1106a. Samples -
<br />Display - Penalty", which shall read as follows:
<br />11106a. SAMPLES - DISPLAY - PENALTY.
<br />Every person, firm -or corporation, not being a regular retail merchant in
<br />the City of Charlottesville, who shall display samples, goods wares or merchandise
<br />in any hotel room, or in any house rented or occupied temporarily, for the purpose
<br />of securing orders for the sale at retail by such person, firm or corporation of
<br />such goods, wares or merchandise so displayed, shall apply for in advance and
<br />procure a City license from the Commissioner of Revenue for the privilege of
<br />displaying such samples, goods, wares or merchandise, and shall pay an annual
<br />privilege tax of two hundred fifty dollars., which license shall entitle such
<br />person, firm or corporation to display such samples, goods, wares, or merchandise
<br />in the City.
<br />-The said license tax shall not be prorated for any part of any year and
<br />shall not be transferable from any person, firm or corporation to another.
<br />Any such person, firm or corporation who or which shall so display such
<br />samples, goods, wares or merchandise without first securing the license required
<br />by this ordinance, shall be guilty of a misdemeanor upon conviction thereof, shall
<br />be fined not exceeding $100.00 and each day of default shall constitute a separate
<br />offense."
<br />This ordinance shall be in force and effect from the date of its passage and all
<br />ordinances or parts of ordinances in conflict herewith are hereby repealed.

<br />THE 11th DAY OF FEBRUARY, 1916, AND SPREAD IN CITY ORDINANCE
<br />BOOK D, PAGE 561-563, RELATIVE TO THE CONSTRUCTION OF A RAIL-
<br />WAY FREIGHT STATION.
<br />BE IT ORDAINED by the Council of the City of Charlottesville that Section 6 of an
<br />Ordinance adopted on the 11th day of February, 1916, and spread in City Ordinance Book D.
<br />page 561-563,'which is hereinafter set forth verbatim:
<br />- "Section 6. Southern Railway Company shall, within two years from the
<br />passage of this ordinance, build, at a point not more than two hundred feet
<br />north of Preston Avenue and on the East side of or near to, the present tracks
<br />used by said railway, a new, commodious and convenient, freight station with
