<br />VI. That it is hereby ordered that an election be held on the 25th day of April,
<br />1939, at which qualified voters may vote for or against sanctioning the said issue of
<br />$150,000-.00 (One Hundred and Fifty Thousand Dollars) of General Improvement Bonds, Series
<br />of 1939, that is to say:

<br />payers of the City of Ch-rlottesville who pay a tax on real or personal property of X250.00
<br />or more and the said copies shall be delivered to the election officials in the same manner
<br />and number as poll tax lists are now furnished.
<br />Said election officials in each voting precinct shall provide, at the expenses of
<br />the City, two ballot boxes, one to be used for the pur.-ose of enabling those having the
<br />aforesaid property qualifications to cast their ballot therein, and the other to be used
<br />for the purpose of enabling those who do not have the above mentioned property qualifica-
<br />tions to cast their ballot therein.
<br />The election officials shall count said ballots and certify as provided for by
<br />Section 24 of said charter �,nd the laws of the State of Virginia, whether or not a majority
<br />of the votes cast by those taxpayers of the City at said election is in the affirmative,
<br />and whether or not a majority of those pers,ns who pay a tax on real or personal property
<br />assessed at °'50,00 or more is in the affirmative, and the number of votes cast for and
<br />the number of votes cast for and against in each instance.
<br />VIII. That the Mayor of said City be and he is hereby authorized and directed to
<br />give the required notice by publishing a copy of this notice and ordinance in a newspaper
<br />published in the City of Charlottesville for four successive weeks of the holding of said
<br />election, and record said notice in the book kept for that purpose in accordance with the
<br />provisions of Section 24 of said City Charter.

<br />THE CITY CODE OF 1932. ENTITLED "PARKS AND CEMETERIES"
<br />THE SAME BEING SECTIONS 429 TO 440, BOTH INCLUSIVE, OF
<br />SAID CODE AND ALL AMENDMENTS THERETO.
<br />BE IT ORDAINED by the Council of the City of Charlottesville that Chapter XXXI of
<br />the City Code of 1932, entitled "PARKS AND CFMETERIESrr, the same being Sections 429 to
<br />440, both inclusive, of said Code, as well as all amendments thereto, be amended and
<br />reenacted so as to read as follows:
<br />SEC. 429. Superintendent - Appointment - Powers and Duties.
<br />The City Manager shall appoint, subject to the approval of the Council,
<br />a Superintendent of Parks and Cemeteries, who shall have special charge of
<br />the public parks and cemeteries and of all property of the City in and about
<br />the same.
<br />SEC. 430. His Powers and Duties.
<br />He shall employ,subject to the approval of the City Manager, such help
<br />as may be needed for the proper maintenance and operation of the same. He
<br />and his de�)uties shall have all the powers of a member of the City Police
<br />Force within the parks and cemeteries over which he has jurisdiction, and
