WE <br />include black out, light up, or lighting distribution rearrangement, including the intensity <br />and distribution of all street, residential, commercial and other lighting. Such rules and <br />regulations may further include those affecting fire, police, health, highways and the <br />general protection of the public, and may require drills and practice exercises. The <br />Mayor may require any inhabitant or any organization of the City to aid in enforcing such <br />rules and regulations. The Mayor may also request assistance from organizations such as.the <br />Regional Defense Council, the Red Cross, the Virginia Protective Force and other local, <br />State, and National Organizations. <br />Section 2. The Mayor may act as, or appoint, or recommend for appointment by the <br />Regional Defense Council, a Coordinator of Volunteer Emergency Service. The said Coordinator <br />shall direct the preparation and execution of disaster plans and volunteer emergency <br />services in cooperation with the Regional and the State Defense Council. <br />Section 3. Special lighting of an emergency nature, such as a blackout, light up, <br />lighting distribution rearrangement, or change in general lighting intensity shall be <br />placed in effect upon receipt of an order that such action is necessary or desirable, from <br />the Governor or the district warning center to the Mayor, Coordinator of Volunteer Emergency <br />Services, or Chief Control Officer. <br />Section 14. It shall be unlawful to refuse or neglect to obey any such rules and <br />regulations as.proclaimed by the Mayor or to refuse or to neglect to obey any order of the <br />Mayor in connection therewith, or any call made upon any person, firm, corporation and <br />agency for aid in enforcing the same. <br />Section 5. This ordinance shall constitute an exercise by the City of its governmental <br />functions for the protection of the public peace, health and safety, and neither the City <br />nor any person, firm, corporation or agency responding to the regulations lawfully <br />proclaimed and published by the Mayor, or called upon to assist in enforcing the same, shall <br />be liable in a suit for damages in connection therewith. <br />Section 6. Violation of or failure to comply with any of the provisions of this <br />ordinance or of the rules and regulations proclaimed by the Mayor in connection therewith <br />shall be deemed a misdemeanor and shall be punishable by a fine not exceeding Three Hundred <br />Dollars (300) or by imprisonment not exceeding ninety (90) days, or by both in the <br />discretion of the court or jury trying the case. <br />Section 7.
