s <br />AN ORDINANCE GRANTING THE RIGHT TO OPERATE BUSSES FOR THE TRANSPORTATION <br />OF PASSENGERS ON CERTAIN STREETS OF CHARLOTTESVILLE, VIRGINIA, TO <br />BE IT ORDAINED by the Council of the City of Charlottesville that the right and <br />franchise to operate motor busses on the streets of Charlottesville for the trans- <br />portation of passengers for hire on the terms and conditions hereinafter set forth <br />be and the same is hereby granted to. , <br />hereinafter called the Grantee: <br />(1) The rights herein granted shall continue -for a period of fifteen years <br />from the date of the final passage of the ordinance granting them. <br />(2) The routes on which busses shall be operated until changed as herein <br />provided, shall be as follows: <br />(a) From the Chesapeake and Ohio depot over Main Street and Rugby Road to the <br />intersection of Rugby Road with Gentry Lane and return. <br />(b) From the Chesapeake and Ohio depot over Main Street, University Avenue, <br />Emmett Street and Fry's Spring Road to Fry's Spring and return. <br />(c) From Belmont Park over Avon Street, Main Street and Fry's Spring Road <br />to Fry's Spring and return. <br />(d) From Belmont Park over Avon Street, Main Street, to the University Grounds <br />and (with the consent of the University of Virginia) through said grounds on the road <br />passing the hospital to Fry's Spring Road and over Fry's Spring Road to Fry's Spring <br />and return. In the event the consent of the University as above mentioned should be <br />refused, service over other routes to Fry's Spring shall be correspondingly increased. <br />(e) From the intersection of Locust Avenue and Calhoun Street over Locust Avenue, <br />High Street, Seventh Street, East Main Street, Preston Avenue, Grady Avenue and Rugby <br />Road to the intersection of Rugby Road and Gentry Lane and return. <br />(3) Additional routes as required by changes in conditions may be established on <br />application of the grantee, with the consent of the Council of the City, and the grantee <br />may be required to establish such additional routes for such trial period as the Council <br />may require, and if on trial a reasonable demand for such new route is demonstrated so <br />that it may be operated at a reasonable profit, the Council may require it to be made <br />permanent. On application of the grantee, and a showing that there is not reasonable <br />demand for any service now or hereafter established, the Council may authorize the dis- <br />continuance of such service. <br />(4) The grantee shall operate a sufficient number of busses, on schedules of such <br />reasonable frequency as will reasonably meet the demands for service over the routes now <br />or hereafter established. Busses shall be kept in good condition with all reasonable <br />safety devices and manned by competent drivers. <br />(5) Passengers may transfer without charge from any bus starting from the <br />Chesapeake and Ohio Station, Belmont Park or Locust Avenue to a bus from any other of <br />said starting points; and passengers may transfer without charge from a bus starting <br />at Fry's Spring or Rugby Road to a bus £ rom the other of said starting points; transfers <br />to be effected at such points and in such manner as the grantee may by regulation <br />provide. <br />(6) The fare for one way passage over the whole of any route now or hereafter <br />established, with transfers as herein provided, shall not exceed five cents. The grantee <br />may make provision for purchase of tickets at reduced rates on such terms as it may deem <br />best. On application by the grantee the Council may, if in its opinion change in condi- <br />tions makes operation at the fare herein prescribed impracticable, authorize an increase <br />in fare. Free transportation shall not be provided except to bona fide employees of the <br />
