thereof, pursuant to the provisions of Article 1, Chapter 25, <br /> <br />Title 15.1 of the Code of Virginia. <br /> <br />NECESSITY AND EXPEDIENCY OF ANNEXATION: <br /> <br />§ 2. That the Council hereby declares that it is both <br /> <br />necessary and expedient to annex the territory hereinafter <br /> <br />described for the following reasons: <br /> <br />I. <br /> <br />Population and Area <br /> <br />Albemarle County was formed in 1745 and, according to <br /> <br />the Preliminary United States Census Report of 1970, its <br /> <br />population is 37,107; and the County has a land area of <br /> <br />approximately 740 square miles. <br /> <br />The Town of Charlottesville was created by an act of <br /> <br />the General Assembly of Virginia which took effect on January 1, <br /> <br />1762. It was incorporated as a town in 1801 and as a city in <br /> <br />1888. The City of Charlottesville has a land area of 10.442 <br /> <br />square miles and, according to the United States Census Report <br /> <br />of 1970, it has a population of 38,880. <br /> <br />II. <br />Necessity For Expansion <br /> <br />The City's boundaries resulting from previous annexation <br /> <br />include the following areas: <br /> <br />
