RINEHART <br />AN ORDINANCE TO AMEND THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1965, BY ADDING IN CHAPTER <br />18 ARTICLE IV THERE OF A DIVISION 3, RELATING <br />TO '' PERMIT PARKING ZONES'' , CONTAINING <br />SECTIONS NUMBERED 18.1-93 THROUGH 18.1-93.3 <br />IN ORDER TO PROVIDE FOR THE ESTABLISHMENT <br />REGULATION AND ENFORCEMENT OF SUCH ZONES. <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE: <br />PRESIDENT <br />THAT THE CODE OF THE CITY OF CHARLOTTESVILLE, 1965, BE AMENDED BY ADDING IN ARTICLE IV OF CHAPTER <br />18 A DIVISION 3, AS FOLLOWS: <br />DIVISION 3 <br />PERMIT PARKING ZONES <br />SECTION 18.1-93.1. ESTABLISHMENT OF ZONES <br />THE FOLLOWING AREAS OF THE CITY ARE HEREBY DESIGNATED AS PERMIT PARKING ZONES, WITHIN WHICH IT <br />SHALL BE UNLAWFUL FOR ANY MOTOR VEHICLE TO BE PARKED ON A PUBLC RIGHT OF WAY OR STREET UNLESS SUCH VEHICLE <br />SHALL PROPERLY DISPLAY A PARKING PERMIT VALIDLY ISSUED IN ACCORDNACE WITH REGULATIONS ADOPTED PURSUANT TO <br />THE DIVISION: <br />(1) THAT AREA BOUNDED ON THE SOUTH BY THOMSON ROAD, ON THE EAST BY EMMET STREET, ON THE NORTH BY <br />IVY ROAD, AND ON THE WEST BY ALDERMAN ROAD. <br />SECTION 18.1-93.2. ADOPTION OF REGULATIONS <br />THE CITY MANAGER IS HEREBY AUTHORIZED AND DIRECTED TO PROMULGATE SUCH RULES AND REGULATIONS AS MAY <br />BE DEEMED NECESSARY AND REASONABLE FOR THE EFFICIENT AND SAFE ADMINISTRATION AND CONTROL OF PARKING WITHIN <br />EACH SUCH PERMIT PARKING ZONE AS FROM TIME TO TIME MAY BE ESTABLISHED. SUCH REGULATIONS MAY INCLUDE, BUT <br />NEED NOT BE LIMITED TO THE FOLLOWING MATTERS: <br />(1) THE NUMBER, CATEGORIES, TERMS, AND ELIGIBILITY CRITERIA OF AND FEES TO BE CHARGED FOR PERMITS <br />TO BE ISSUED FOR PARKING WITHIN THE ZONE. <br />(2) THE SPECIFIC STREETS OR PORTIONS THEREOF WITHIN THE ZONE FOR WHICH PERMITS ARE TO BE REQUIRED, <br />AND THE HOURS DURING WHICH SUCH REQUIREMENT SHALL BE IN FORCE. <br />(3) THE FORMAT, DISPLAY AND METHOD OF ISSUANCE OF PERMITS TO BE ISSUED PURSUANT TO SUCH REGULATIONS. <br />(4) THE NOTIFICATION TO BE GIVEN TO RESIDENTS OF THE ZONE BEFORE IMPLEMENTATION OF THE PERMIT <br />REQUIREMENT AND THE STANDARDS FOR POSTING OF SIGNS OR NOTICES TO INDICATE TO THE PUBLIC THE AREAS <br />AND TIMES FOR WHICH PERMITS ARE REQUIRED. <br />(5) THE METHODS FOR DETERMINING ADDITIONAL AREAS IN WHICH A NEED FOR ESTABLISHMENT OF A PERMIT PARKING <br />ZONE EXISTS, AND FOR ASSURING THAT THE INTERESTS OF THE RESIDENTS OF ANY SUCH AREA ARE GIVEN FULL <br />AND FAIR CONSIDERATION BEFORE ANY SUCH ZONE SHALL BE RECOMMENDED TO COUNCIL. <br />PROVIDED, HOWEVER, THAT SUCH RULES AND REGULATIONS AND ANY SUBSEQUENT AMENDMENTS SUBMITTED TO CITY <br />COUNCIL FOR REVIEW AND APPROVAL. <br />SECTION 18.1-93.3. VIOLATIONS <br />THE PARKING OF ANY MOTOR VEHICLE IN A PARKING PERMIT ZONE IN VIOLATION OF THIS DIVISION OR REGULATIONS <br />ADOPTED PURSUANT HERETO SHALL CONSTITUTE A MISDEMEANOR AND SHALL BE PUNISHABLE BY A TIME OF NOT LESS THAN FIVE <br />NOR MORE THAN TWENTY-FIVE DOLLARS. <br />ADOPTED BY THE COUNCIL <br />AUGUST 20, 1973 <br />AYES: MR.
