315'w� <br />AN ORDINANCE TO AMEND THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1965, BY ADDING IN CHAPTER <br />2 THEREOF AN ARTICLE XVIII, CONTAINING SECTION <br />2-221 THROUGH 2-226; IN ORDER TO ESTABLISH A <br />• SOCIAL DEVELOPMENT COMMISSION AND TO PROVIDE <br />FOR THE APPOINTMENT, REMOVAL AND TERMS OF THE <br />MEMBERSHIP THEREOF; ITS MEETINGS, OFFICERS, <br />POWERS AND DUTIES. <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE: <br />1. THAT THE CODE OF THE CITY OF CHARLOTTESVILLE, 1965, BE AMENDED BY THE ADDITION IN CHAPTER <br />2 OF AN ARTICLE XVIII CONTAINING SECTIONS NUMBERED 2-221 THROUGH 2-226, AS FOLLOWS: <br />ARTICLE XVIII. SOCIAL DEVELOPMENT COMMISSION <br />SECTION 2-221. SOCIAL DEVELOPMENT COMMISSION ESTABLISHED. <br />THERE IS HEREBY CREATED AND ESTABLISHED A COMMISSION TO BE DESIGNATED AS THE SOCIAL DEVELOPMENT <br />COMMISSION WHOSE PURPOSE SHALL BE TO ADVISE THE CITY COUNCIL ON MATTERS RELATED TO HUMAN RESOURCES AND SOCIAL <br />DEVELOPMENT AND TO PROVIDE A MECHANISM FOR CITIZEN INVOLVEMENT IN MORE EFFECTIVE PLANNING AND DELIVERY <br />OF HUMAN SERVICES. THE MATTERS WITH RESPECT TO WHICH THE COMMISSION SHALL ADVISE COUNCIL SHALL INCLUDE BUT <br />• NOT BE LIMITED TO THE FOLLOWING: MANPOWER AND JOB DEVELOPMENT, YOUTH SERVICES, ELDERLY, THE ARTS, INFORMATION <br />AND REFERRAL, ASPECTS OF TRANSPORATION, AND ASPECTS OF HOUSING. <br />SECTION 2-222. MEMBERSHIP, APPOINTMENT AND TERMS. <br />THE COMMISSION SHALL BE COMPOSED OF THIRTEEN MEMBERS WHO SHALL BE APPOINTED BY CITY COUNCIL WITH A <br />TWO YEARS AND MEMBERS APPOINTED TO FILL VACANCIES, WHO MAY SERVE FOR TWO ADDITIONAL FULL TERMS. <br />SECTION 2-223. REMOVAL. <br />ANY MEMBER MAY BE REMOVED FROM OFFICE BY CITY COUNCIL FOR MALFEASANCE OR FOR ABSENCE FROM FOUR <br />OR MORE REGULARLY SCHEDULED MEETINGS IN ANY CALENDAR YEAR. <br />SECTION 2-224. MEETINGS. <br />THE COMMISSION SHALL HOLD A MINIMUM OF ONE REGULARLY SCHEDULED MEETING PER MONTH AND MAY HOLD SUCH <br />ADDITIONAL SPECIAL MEETINGS AND WORK SESSIONS AS MAY BE CALLED BY THE CHAIRMAN OR AT THE REQUEST OF ANY FIVE <br />MEMBERS MADE IN WRITING TO THE COMMISSION. UPON RECEIPT OF SUCH WRITTEN REQUEST THE SECRETARY SHALL NOTIFY <br />THE MEMBERSHIP OF THE TIME, PLACE, AND PURPOSE OF THE MEETING, AT LEAST FIVE DAYS IN ADVANCE THEREOF. A <br />MAJORITY OF THE MEMBERS APPOINTED TO THE COMMISSION SHALL CONSTITUTE A QUORUM. ALL MEETINGS OF THE COMMISSION <br />SHALL BE SUBJECT TO THE PROVISIONS OF THE VIRGINIA FREEDOM OF INFORMATION ACT. A COMPLETE RECORD OF ALL PUBLIC <br />• MEETINGS SHALL BE MAINTAINED AND AVAILABLE TO THE PUBLIC. <br />SECTION 2-225. OFFICERS. <br />THE COMMISSION SHALL ELECT ANNUALLY FROM AMONG ITS MEMBERSHIP A CHAIRMAN, AND A VICE-CHAIRMAN WHO SHALL <br />ACT AS PRESIDING OFFICER IN THE ABSENCE OF THE CHAIRMAN. THE DIRECTOR OF THE DEPARTMENT OF COMMUNITY DEVELOPMENT <br />SHALL SERVE, EX -OFFICIO, AS SECRETARY OF THE COMMISSION, BUT SHALL HAVE NO VOTE IN MATTERS BEING CONSIDERED BY <br />THE COMMISSION. <br />SECTION 2-226. POWERS AND DUTIES. <br />IN FURTHERANCE OF THE GENERAL PURPOSES FOR WHICH IT IS ESTABLISHED THE COMMISSION IS HEREBY AUTHORIZED <br />TO: <br />(1) PROMULGATE REGULATIONS AND PROCEDURES FOR THE CONDUCT OF ITS BUSINESS CONSISTENT WITH <br />GENERAL LAW, AND WITH SUCH DIRECTIVES AS CITY COUNCIL MAY FROM TIME TO TIME ISSUE TO THE COMMISSION; <br />(2) CONDUCT PUBLIC HEARINGS ON HUMAN SERVICE ISSUES, AND ESTABLISH RULES FOR THE ADVERTISEMENT <br />• AND CONDUCT OF SUCH HEARINGS; <br />(3) WITH APPROVAL OF CITY COUNCIL, ESTABLISH TASK FORCES TO EXAMINE AND MAKE RECOMMENDATIONS UPON <br />SPECIFIC MATTERS RELATED TO HUMAN RESOURCES AND HUMAN SERVICES BEING DELIVERED OR PROPOSED TO BE <br />DELIVERED BY THE CITY AND OTHER PUBLIC OR PRIVATE AGENCIES; <br />VIEW TO PROVIDING <br />A BROAD REPRESENTATION OF VARIOUS SEGMENTS OF THE COMMUNITY. <br />m <br />OF THE <br />MEMBERS FIRST APPOINTED FIVE SHALL BE APPOINTED FOR TERMS OF THREE YEARS EACH; <br />FOUR FOR <br />t <br />TERMS OF TWO YEARS <br />EACH AND FOUR FOR TERMS OF ONE YEAR EACH. THEREAFTER ALL APPOINTMENTS SHALL <br />BE FOR THREE <br />YEARS, EXCEPT FOR <br />APPOINTMENTS TO FILL VACANCIES WHICH SHALL BE FOR THE UNEXPIRED REMAINDER OF <br />THE TERM. NO <br />MEMBER SHALL SERVE <br />FOR MORE THAN TWO TERMS EXCEPT FOR THE MEMBERS INITIALLY APPOINTED TO A TERM <br />OF ONE OR <br />TWO YEARS AND MEMBERS APPOINTED TO FILL VACANCIES, WHO MAY SERVE FOR TWO ADDITIONAL FULL TERMS. <br />SECTION 2-223.
