44-90 <br />FOR FULL COMPLIANCE WITH THIS ARTICLE EXCEED THREE YEARS. THE DIRECTOR <br />AND THE AUTHORITY MAY REQUIRE FULL COMPLIANCE WITH THIS ARTICLE BEFORE THE <br />APPLICANT MAY BEGIN TO DISCHARGE OR CONTINUE TO DISCHARGE ANY INDUSTRIAL <br />• WASTE OR POLLUTANTS INTO THE SANITARY SEWER SYSTEM WHENEVER THE <br />AUTHORITY FINDS THAT SUCH DISCHARGE IS LIKELY TO POSE AN IMMEDIATE DANGER <br />TO THE SANITARY SEWER SYSTEM OF THE AUTHORITY OR THE HEALTH, SAFETY AND <br />GENERAL WELFARE OF THE PUBLIC. <br />(D) UPON FINAL APPROVAL OF AN APPLICATION FOR A PERMIT TO DISCHARGE <br />INDUSTRIAL WASTE OR POLLUTANTS INTO THE SANITARY SEWER SYSTEM THE DIRECTOR <br />OF PUBLIC WORKS SHALL ISSUE SUCH PERMIT. <br />SECTION 24-21. MEASUREMENT OF VOLUME OF INDUSTRIAL WASTE. <br />THE VOLUME OF INDUSTRIAL WASTE DISCHARGED BY ANY PERSON INTO THE <br />SANITARY SEWER SYSTEM SHALL BE MEASURED BY ONE OR MORE OF THE FOLLOWING <br />METHODS: <br />• (A) IF THE VOLUME OF WASTE PRODUCED BY ANY PERSON IN HIS <br />INDUSTRIAL OR PROCESS OPERATIONS IS SUBSTANTIALLY THE SAME AS THE VOLUME <br />OF WATER PURCHASED FROM THE CITY, THEN THE VOLUME OF WATER PURCHASED <br />SHALL BE CONSIDERED TO BE THE VOLUME OF WASTE DISCHARGE. <br />(B) IF, IN THE ESTABLISHMENT OF ANY PERSON DISCHARGING INDUSTRIAL <br />WASTE INTO THE SANITARY SEWER SYSTEM, A SUBSTANTIAL PORTION OF THE WATER <br />PURCHASED FROM THE CITY IS USED FOR PURPOSES RESULTING IN NORMAL DOMESTIC <br />%n <br />SEWAGE, FOR COOLING PURPOSES, OR FOR PURPOSES THAT DO NOT REQUIRE THE <br />DISCHARGE OF SUCH USED WATER TO THE SANITARY SEWER SYSTEM, SUCH PERSON <br />SHALL, AT HIS OWN EXPENSE, EITHER (1) INSTALL A METER OF DESIGN APPROVED <br />BY THE DIRECTOR OF PUBLIC WORKS OR HIS DESIGNEE ON THE WATER SUPPLY LINE <br />TO HIS INDUSTRIAL PROCESS OPERATIONS OR (2) INSTALL A METER OF DESIGN <br />APPROVED BY THE DIRECTOR OF PUBLIC WORKS OR HIS DESIGNEE ON THE WASTE LINE <br />FROM SUCH INDUSTRIAL PROCESS OPERATIONS. THE VOLUME OF WATER OR WASTE <br />FLOW, RESPECTIVELY, AS MEASURED THROUGH SUCH METER SHALL BE CONSIDERED TO <br />BE THE VOLUME OF INDUSTRIAL WASTE DISCHARGED INTO THE SANITARY SEWER SYSTEM. <br />(C) IF ANY PERSON NOW DISCHARGING OR PROPOSING TO DISCHARGE <br />INDUSTRIAL WASTE INTO THE SANITARY SEWER SYSTEM DOES NOT SECURE HIS ENTIRE <br />WATER SOURCE FROM THE CITY SUCH PERSON SHALL, AT HIS OWN EXPENSE, INSTALL <br />A METER OF DESIGN APPROVED BY THE DIRECTOR OR HIS DESIGNEE ON THE WASTE <br />• LINE FROM HIS INDUSTRIAL PROCESS OPERATIONS. THE VOLUME OF WASTE FLOW , AS <br />MEASURED THROUGH SUCH METER SHALL BE CONSIDERED TO BE THE VOLUME OF WASTE <br />(A) ANY PERSON NOW DISCHARGING OR PROPOSING TO DISCHARGE ANY <br />INDUSTRIAL WASTE INTO THE SANITARY SEWER SYSTEM SHALL CONSTRUCT, AT HIS <br />OWN EXPENSE, A CONTROL MANHOLE ON THE WASTE LINE FROM HIS INDUSTRIAL AND <br />PROCESS OPERATIONS FOR THE PURPOSE OF FACILITATING OBSERVATIONS, MEASURE- <br />MENTS, AND SAMPLING OF THE INDUSTRIAL WASTE DISCHARGE FROM SUCH PERSON'S <br />ESTABLISHMENT. THE CONTROL MANHOLD SHALL BE CONSTRUCTED IN A SUITABLE <br />AND SATISFACTORY LOCATION DOWNSTREAM FROM ANY PRETREATMENT FACILITIES, <br />HOLDING TANKS, OR OTHER APPROVED WORKS, AND AHEAD OF THE POINT OF <br />DISCHARGE OF SUCH WASTE INTO THE SANITARY SEWER SYSTEM. THE DESIGN OF THE <br />DISCHARGED TO <br />THE SANITARY <br />SEWER SYSTEM. <br />SECTION 24-22. <br />ACCESS FOR <br />MEASUREMENTS. <br />(A) ANY PERSON NOW DISCHARGING OR PROPOSING TO DISCHARGE ANY <br />INDUSTRIAL WASTE INTO THE SANITARY SEWER SYSTEM SHALL CONSTRUCT, AT HIS <br />OWN EXPENSE, A CONTROL MANHOLE ON THE WASTE LINE FROM HIS INDUSTRIAL AND <br />PROCESS OPERATIONS FOR THE PURPOSE OF FACILITATING OBSERVATIONS, MEASURE- <br />MENTS, AND SAMPLING OF THE INDUSTRIAL WASTE DISCHARGE FROM SUCH PERSON'S <br />ESTABLISHMENT. THE CONTROL MANHOLD SHALL BE CONSTRUCTED IN A SUITABLE <br />AND SATISFACTORY LOCATION DOWNSTREAM FROM ANY PRETREATMENT FACILITIES, <br />HOLDING TANKS, OR OTHER APPROVED WORKS, AND AHEAD OF THE POINT OF <br />DISCHARGE OF SUCH WASTE INTO THE SANITARY SEWER SYSTEM.
