-; <br />3 3 !� <br />THE FOLLOWING REPORT WAS PRESENTED: <br />• 18 AUGUST 1951 <br />THE CITY COUNCIL <br />CHARLOTTESVILLE, VIRGINIA <br />GENTLEMEN: <br />REFERENCE IS MADE TO THE REFERRAL FOR STUDY AND RECOMMENDATIONS <br />OF THE COMMUNICATION DATED APRIL 149, 1951 FROM THE BOARD OF ZONING <br />APPEALS, SUGGESTING THAT THE WESTERN HALF OF THE SEVEN HUNDRED BLOCK <br />OF FORREST STREET FROM DALE AVENUE NORTHWARD BE LOWERED FROM B-1 <br />TO B-2 ZONING. <br />k <br />THE REFERENCED COMMUNICATION HAS PROMPTED THIS COMMISSION TO MAKE <br />A STUDY OF THE WHOLE OF THE ROSE HILL AREA IN TERMS OF THE ESSENTIAL <br />REPORT OF PLANNING <br />COMMERCIAL USES TO WHICH IT IS SO WELL SUITED., WEIGHED AGAINST THE NON— <br />COMMISSION RE: <br />COMMERCIAL USES IN CERTAIN PORTIONS NOW STABILIZED BY THE CONSIDERABLE <br />REZONING 700 BLOCK <br />INVESTMENT REPRESENTED IN THE NEIN BURLEY SCHOOL. <br />ST. FROM DALE <br />_FORREST <br />AVE. NORTHWARD <br />IN THE OPINION OF THIS COMMISSION THESE TWO CONFLICTING <br />CONSIDERATIONS CAN BE AND SHOULD BE RECONCILED IMMEDIATELY. THEREFORE, <br />THE PLANNING COMMISSION RECOMMENDS TO THE COUNCIL THE FOLLOWING: <br />• <br />1. THE AREA ON FORREST STREET, CITED IN THE REFERENCED <br />COMklUNICATION FROM THE BOARD OF ZONING APPEALS, BE CONTINUED IN THE <br />HIGHER OR B-1 BUSINESS ZONE AS A "BUFFER STRIP" BETWEEN THE ROSE HILL <br />DRIVE AREA AND. THE AREAS OF LOWER CLASSIFICATION TO THE EAST. <br />2. THE EXISTING B-1 ZONING BE RAISED TO AS IN THE FOLLOWING AREAS. <br />A.
