M. <br />WITH ALL MEMBERS PRESENT. • <br />THE MATTER PERTAINING TO A ROAD IN THE FOREST HILLS SUB- <br />DIVISION BELONGING TO MR. HUEERT CARVER WAS AGAIN PRESENTED. <br />MATTER OF HUBERT MR. CARVER ADDRESSED THE COUNCIL AND RELATED HIS VIEW OF AN <br />CARVER CARRIED OVER. <br />UNDERSTANDING WITH THE FORMER CITY MANAGER AS TO CERTAIN WORK TO <br />BE DONE IN THIS SUBDIVISION BY THE CITY. AFTER CONSIDERABLE <br />DISCUSSION IT WAS MOVED BY MR. BARR, SECONDED BY MR. TEBELL, <br />THAT ACTION ON THIS MATTER BE CARRIED OVER TO THE NEXT REGULAR <br />MEETING. <br />THE STATE AUDITOR'S REPORT ON AUDIT OF COMMONWEALTH REVENUES <br />IN THE TREASURER'S OFFICE WAS PRESENTED AND ORDERED FILED WITH <br />THE MINUTES OF THIS MEETING. <br />ON MOTION THE MEETING ADJOURNED. <br />•J <br />CLERK PRESIDENT <br />COUNCIL CHAMBER - FEBRUARY 19, 1951 <br />THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE <br />ORDINANCE WHEREBY THE PRESENT NUMBERED SECTION 22 PERTAINING TO THE <br />LICENSE TAX ON CHAIN STORES WOULD BE DELETED AND STATED HIS REASONS <br />FOR SO DOING. MR. BARR'S MOTION DIED FOR LACK OF A SECOND AND THE <br />ORDINANCE AS OFFERED WAS CARRIED OVER TO THE NEXT REGULAR MEETING. <br />FOLLOWING MEMBERS PRESENT: MR. BARR, MR. HADEN, MR. HAMM, MR. HILL <br />AND MR. TEBELL. ABSENT: NONE. <br />THE MINUTES OF THE MEETING OF FEBRUARY 5, 1951 WERE READ AND <br />APPROVED. <br />MR. T. J. MICHIE, ATTORNEY, ADDRESSED THE COUNCIL ON BEHALF <br />OF MR. T. J. HENLEY WITH RESPECT TO THE ROUTING OF THE PROPOSED <br />ROUTE #250 DISTRIBUTION ROAD. MR. M I CH I E STATED THAT MR. HENLEY <br />MATTER RE: <br />HAD PURCHASED PROPERTY AT 606 WATSON AVENUE UNDER THE ASSUMPTION <br />OPPOSITION TO <br />ROUTING RTE. ;# 250 <br />THAT A PREVIOUS SURVEY ESTABLISHED THE LOCATION OF THE ROAD, <br />BY T. J. HENLEY <br />HOWEVER, A RECENT SURVEY INDICATED A POSSIBLE CHANGE IN THE LOCATION <br />OF THIS ROUTE WHICH, IF PERMITTED, WOULD INVOLVE A CERTAIN PORTION <br />OF MR. HENLEY'S PROPERTY. MR. MI CH I E URGED THAT THE ROUTE AS <br />ORIGINALLY SURVEYED BE FOLLOWED. THE COUNCIL ADVISED THAT THE STATE <br />HIGHWAY DEPARTMENT HAD BEEN WORKING ON THIS PROJECT BUT FINAL <br />. <br />LOCATION OF THE ROUTE HAD NOT BEEN DETERMINED. <br />AN ORDINANCE ENTITLED "AN ORDINANCE FOR Ik4POSING AND COLLECTING <br />LICENSES AND TAXES FOR THE EXERCISE OF CERTAIN PRIVILEGES WITHIN THE <br />ORDINANCE RE: <br />TAXES <br />CITY OF CHARLOTTESVILLE FOR TWELVE MONTHS 0ENC I NG THE FIRST DAY <br />, CQ� <br />LICENSES AND <br />CARRIED OVER <br />OF MAY, 1951, AND ENDING THE THIRTIETH DAY OF APRIL, 195211, WAS <br />OFFERED BY MR. TEBELL AND SECONDED BY MR. HILL. SEVERAL INTERESTED <br />PERSONS ADDRESSED THE COUNCIL AND REQUESTED THAT CONSIDERATION BE <br />GIVEN TO THE REPEAL OF THAT SECTION RELATING TO THE LICENSE TAX ON <br />CHAIN STORES. MR. BARR OFFERED AN AMENDMENT TO THE FOREGOING <br />ORDINANCE WHEREBY THE PRESENT NUMBERED SECTION 22 PERTAINING TO THE <br />LICENSE TAX ON CHAIN STORES WOULD BE DELETED AND STATED HIS REASONS <br />FOR SO DOING. MR. BARR'S MOTION DIED FOR LACK OF A SECOND AND THE <br />ORDINANCE AS OFFERED WAS CARRIED OVER TO THE NEXT REGULAR MEETING. <br />
