15 <br /> <br /> Dr. Symons said that the proposed salary scale just keeps us slightly ahead of our <br />neighboring communities. <br /> <br /> Mr. Toscano said he agrees with Mr. Merdwether, saying if we cannot do this it <br />will be hard to do the next step. Mr. Toscano said that if the Schools can reconfigure the <br />first year maybe Council can step in the second year. Mr. Toscano asked if he is correct <br />in saying that the percentage of local funds for the schools has not increased, and Mr. <br />O'Connell said that he will have to check, but noted that the capital funding has <br />increaSed. <br /> <br /> Mr. John Santoski, School Board Member, said that before the School Board asks <br />Council for more money, they need to assure that the Schools are as efficient as possible. <br /> <br /> Mr. Lynch asked if there are any discussions with the County Schools about <br />cooperative programs or having the County use space in City Schools, and Dr. Symons <br />said discu, ssions have occurred but no proposals have been made. <br /> <br />//esident w . <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, February 20, 2001 AT 6:00 p.m. IN THE City Manager's Office. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />CITY MANAGER'S OFFICE - February 20, 2001 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Absent for special session: Mr. <br />Toscano. <br /> <br /> On motion by Mr. Cox, seconded by Mr. Richards, Council voted to meet in <br />closed session for the purpoSe of appointing members to various City boards or agencies, <br />as authorized by Section 2.1-344(A)(1) of the Virginia Code by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Ms. Richards. Noes: None. Absent for the vote: Mr. <br />Lynch. Absent from the special session: Mr. Toscano. <br /> <br /> Council reconvened in open session and, on motion by Mr. Cox, seconded by Mr. <br />Lynch, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None. Absent for the <br />special session: Mr. Toscano. <br /> <br /> WHEPdgAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br /> <br /> <br />
