24 <br /> <br /> Ms. Alison Rice, 806 Druid Avenue, said she keeps hearing about the lack of <br />space for a dog exercise area, but noted that the City has 900 acres of park space. Ms. <br />Rice also pointed out that several parks prohibit dogs altogether. Ms. Rice said the area <br />proposed in Towe Park for a dog run is in the flood plain, is swampy and has debris wash <br />up on it when it floods. Ms. Rice said dog owners are just asking for their fair share of <br />resources. <br /> <br /> Mr. Rice, 806 Druid Avenue, said it is not true that ail Woolen Mills and Fry's <br />Spring residents oppose ~i dog run and lights. Mr. Rice said he does not think the <br />majority of users of the park are fi.om Albemarle County, noting that the petition he <br />circulated was 83% City. Mr. Rice said if that is a concern then he would like to have a <br />study of park usage. Mx. Rice said he thinks concern about children's safety is <br />overstated. Mr. Rice said the Woolen Mills petition being circulated has misstatements. <br /> <br /> Mr. Lynch asked if Mr. Rice feels that the dog community would support higher <br />fees, and Mr. Rice suggested that private funding could be explored. <br /> <br /> Ms. Carol Thomas, 1010 Grove Street, expressed concern that a parking lot <br />replaced fields at Azalea Park, which is not in the Master Plan as represented by City <br />officials. Ms. Thomas asked if Council authorized a park and ride lot in that location. <br />Ms. Thomas expressed concern that the neighborhood association does not represent the <br />neighborhood. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, Mr. Richard Collins was <br />appointed to a two-year term as the joint City/County member on the Rivanna Solid <br />Waste Authority and Rivarma Water and Sewer Authority. This term will expire on <br />December 31, 2002. <br /> <br /> The me t' s djourned. <br /> <br />'~ --' ~?~-~Pr/e~ident - C~ ~ <br /> COUNCIL CHAMBER - March 5, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br /> Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: A SYSTEMS, INC. <br /> <br /> Mr. Caravati presented the City's Business Appreciation Award to Mr. Floyd <br />Artrip of A Systems, Inc. <br /> <br />PUBLIC <br /> <br /> Ms. Bonnie Stevens, Cismont, expressed concern about the amount of force used <br />when her 19 year old daughter was arrested on the downtown mall for swearing in public. <br />Ms. Stevens said the deeper problem is merchants' attitudes towards the unconventionally <br />dressed youth who ask the police to move them away fi.om their stores. Ms. Stevens said <br />she hopes the youth, police and merchants can come together to model behavior. Ms. <br />Stevens said she and her daughte? met with Police ChiefLongo and decided they would <br />like to begin a dialogue between the youth, police and merchants. <br /> <br /> Mr. Jim Hoff, 105-A Longwood Drive, expressed concem about another shooting <br />incident in his neighborhood and said he wishes that Council would have made this <br />situation an agenda item. Mr. Hoff said something needs to be done for that street. <br /> <br /> Ms. Phoebe Stevens, Cismont, said she knows that she and other youth who hang <br />out on the downtown mall do not look normal and she understands the merchants do not <br />want them to harm their business, but she does not want to be judged by the way she <br /> <br /> <br />
