26 <br /> <br /> Mr. Lynch said he would like to look at increasing parking fines in addition to <br />overtime parking fines. <br /> Ms. Richards said she would like to talk about funding for parkland purchase in <br />connection with the Meadowcreek Parkway. <br /> Mr. Cox asked how the court expansion will impact the budget over the next four <br />years. <br /> Ms. Richards asked if staff anticipate increased local funding requirements for <br />child care, and Mr. O'Connell said that the budget assumes that there will be no gap that <br />will need to be made up locally, though he said anything could happen in State funding. <br /> Regarding the second work session, Mr. Cox said he would like to know what is <br /> causing increases in City budgets if the increase is over 25%. <br /> It was agreed that Councilors would get any questions for all three work sessions <br /> and tbek priorities for capital projects to the City Manager by Monday, March 12th. <br /> Mr. Cox said he would like a sense of what agency requests are not funded. <br /> <br /> Ms. Richards noted that there are no performance measures for agencies in the <br />budget, and Ms. Linda Peacock, Assistant City Manager, said that City departments have <br />performance measures, but not agencies. Ms. Peacock said that agencies have been asked <br />to do outcome based measures, but that will take a few years to build up. <br /> Mr. Lynch suggested that the toPics of the second and third work sessions remain <br />flexible until after the budget meeting on Wednesday. <br /> <br /> Mr. O'Connell asked that any other suggested topics for the work sessions be <br />given to him by Monday in addition to questions and priorities for capital projects. <br /> Mr. Cox said he is interested in how Council keeps their vision principles in sight <br /> during the budget process. <br /> <br /> Mr. Lynch suggested that the citizen survey be kept in mind during the process. <br /> <br /> Mr. Lynch said he thinks it would be useful to meet with the Board of Supervisors <br /> on April 4th or another time, and Mr. Caravati said he will pass that suggestion on to the <br /> Chair of the Board. <br /> <br /> Mr. Cox suggested that Mr. Lynch key up issues that he thinks are significant to <br />discuss with the Board. <br /> <br /> Mr. Caravati said Council needs to keep in mind that the School Board budget <br />also needs to be considered. <br /> <br />REPORT: LEWIS AND CLARK DEVELOPMENT <br /> <br /> Mr. O'Connell said that when Council and the Board of Supervisors met and <br />discussed the proposed Lewis and Clark Center, it was suggested that the Exploratory <br />Committee look at developing a set of principles for the Center's development. <br /> <br /> Mr. satYendra Huja, Director of Strategic Planning, provided a listing of twelve <br />proposed principles for the Center's development. <br /> <br /> Ms. Kay Slaughter, a member of the LeWis and Clark Exploratory Committee, <br />suggested that the proposed principles be clarified by saying the Center should be <br />convenient to transit service and provide accessibility to tour buses and parking, and <br />reference be made to tourist in and out of the State rather than the region. Ms. Slaughter <br />said that the last principle, assistance with locating a site, is the most important. <br /> <br /> <br />
