31 <br /> <br /> 11. This permit shall not be assigned without the express permission of CRy <br />Council. <br /> <br />c. RESOLUTION: <br /> <br />Special Permit for Increased Density at 416, 424, <br />and 428 Monroe Lane and 210 15th St., S.W. <br /> <br /> WHEREAS, Daggett & Grigg, on behalf of Mr. James D. Stultz of CBS Rentals, <br />has requested a special permit for higher density residential on the properties at 416, <br />416½, 424, and 428 Monroe Lane, and 210 15th Street, S,W., allowing construction of 28 <br />units on this Site instead of the 20 allowed by right (20.4 units/acre instead of 21 <br />unitS/acre) in the R-3 Residential Multiple Dwelling Zoning, this property being further <br />identified on City Real Property Tax Map 11 as parcels 117, 118, 118.1 and 119, having <br />collectively 200 feet of frontage on Monroe Lane, 108 feet of frontage on 15th Street and <br />containing approximately 41,525 square feet of land or .953 acres; and <br /> <br /> WHEREAS, following a joint public hearing before this Council and the <br />Planning Commission, duly adVertiSed and held on November 14, 2000, this Council <br />f'mds that such use will conform to the criteria applicable to special permits generally <br />under Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that a <br />special use permit for higher density residemial is hereby approved and granted to CBS <br />Rentals, owner of the property at 416, 416½, 424,and 428 Monroe Lane and 210 15t~ <br />Street, SW, to allow the construction of an 8-unit studio apartmem building, and an <br />addition of 3 studio apartment units to an existing 3-bedroom house. This special use <br />permit is conditioned upon the following: <br /> <br />Administrative approval of the final site plan. <br />Occupancy of the site not to exceed the following: <br /> <br />416 Monroe Lane - 2 unit apartmem building, one 3-bedroom, one 4-bedroom <br />(maximum of 8 occupants, 4'per unit) <br /> <br />416½ Monroe Lane - one 3-bedroom house (maximum of 4 occupants) <br />New Monroe Lane apartmem building - twelve 3-bedroom apartment units <br />(maximum 48 occupants) <br /> <br />424 Monroe Lane - one 3-bedroom house (maximum 4 occupants) <br />New addition to 424 Monroe Lane - three studio apartments (maximum 3 <br />occupants if each unit has one occupant) <br /> <br />428 Monroe Lane - one 3-bedroom house (maximum 4 occupants) <br />New 15th Street apartment building - eight studio apartments (maximum 8 <br />occupants if each unit has one occupant) <br /> <br />d. ORDINANCE: "AN ORDINANCE AMENDING AND <br /> REORDAIN1NG SECTION 28-29 OF CHAPTER 28 OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS Ah~NDED, RELATING <br /> TO THE FOURTH OF JULY CELEBRATION" (2nd reading) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTltER BUSINESS <br /> <br /> Mr. Caravati passed out a draft letter to the Governor regarding the State budget <br />impasse and asked that Council review the letter and get any changes to him by <br />tomorrow. Mr. Caravati read a portion of the letter written to the Governor from the City <br />of Fredericksburg. Mr. Caravati also presented a resolution regarding the State budget. <br /> <br /> <br />
