33 <br /> <br /> Mr. Toscano said we need to make sure that the letter is addressed to the proper <br />persons. Mr. Toscano asked if it is true that funds for the Union Station project could be <br />frozen by the Governor, and Mr. O'Connell said they may be frozen. <br /> <br /> Mr. Cox asked about the scope of the study of the intersection of Route 29 and <br />Hydraulic Road in conjunction with the proposed development at that location in the <br />County. <br /> <br /> Mr. O'Connell said that the discussion to determine the scope of service will <br />occur in approximately three weeks and said that the City will be at the table. <br /> <br /> Mr. Lynch asked if any MPO action will be required to move the study forward, <br />and Mr. Tolbert said that the study is paid for by the developer and the State and County <br />are reviewing the scope of the study and must approve it. <br /> <br />Mr. Lynch said he would like the scope of study to be as broad as possible. <br /> <br /> Ms. Richards announced that there will be a tour of the Connected Community <br />Technology Center in conjunction with a meeting of the E-Communities Task Force on <br />March 13th. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, March 7, 2001 AT 7:00 p.m. IN THE Media Center, Buford <br />School. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Community Budget Presentation <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BUFORD SCHOOL - March 7, 2001 <br /> <br /> Council met in special session on this date with the following members present: <br />Mn:. Absent: Mr. Toscano; <br /> <br /> Mr. O'Connell presented an overview of the proposed FY 01-02 budget and <br />Councilors and members of the public broke into small groups to discuss the budget. <br /> <br /> Mr. Lynch said that his groups discussed opportunities for Jefferson School and. ' <br />possible funding streams, and had a philosophical discussion of the nature of taxation. <br /> <br /> Mr. Cox said his groups discussed what appeared to newcomers to the State to be <br />duplication of services with the City and County; education and expectations of the <br />community, economic development, and performance measures. <br /> <br /> Ms. Richards said her groups discussed JeffersOn School and the possibility of <br />establishing a working task force to study uses for it and information and activities of the <br />Small Business Development Center. <br /> <br /> bar.
