37 <br /> <br /> Ms. Richards said that in some ways we are using City money that had been part of <br />agency funding before. <br /> <br /> Referring to Council's $100,000 reserve, Mr. Toscano said that if Council thinks <br />there are critical problems in the capital budget then it should put as much discretionary <br />money in it as possible. <br /> <br /> Mr. Caravati suggested moving $50,000 out of the reserve to the capital fund, and <br />Councilors agreed. <br /> <br /> Councilors agreed to increase the housing initiative fund to at least $200,000 a year <br />for five years. <br /> <br /> Mr. Cox asked if the funding for the Paramount Theater could be phased in, but Mr. <br />O'Connell noted that the City made a cormnitment to fund the Paramount in two years <br />and this will be the second year of that commitment. <br /> <br /> Mr. Toscano noted that the City will keep the funds until the Paramount needs to <br />begin spending it. <br /> <br />Council agreed to leave the downtown mall maintenance fund as is. <br /> <br />Ms. Richards said she would tike to get the budget of the Entrepreneurial Village. <br /> <br /> Mr. Lynch said he does not think it is worth worrying about the City Yard right <br />now because it is projected to be a $ I 0 million project. <br /> <br /> Mr. Toscano said his sense is that it would be better to begin to start to put money <br />aside for the City Yard. <br /> <br /> Mr. Cox said he thinks it would be wise to look at this as it is a very strategic <br />location and he feels Council would be remise not to put anything aside. He said Council <br />has to recognize this as a need. <br /> <br /> Mr. Cox suggested that it makes sense to combine City Yard with Jefferson School <br />as a central city strategic investment, and Councilors supported this suggestion. <br /> <br /> Mr. Lynch said he would like to add $50,000 a year for five years for open space to <br />expand Riverview and Azalea Parks. <br /> <br /> Mr. Cox said he is interested in creating economic development initiatives along <br />Riverview Park, but does not think we need to be adding new neighborhood parks. <br /> <br /> Mr. Lynch said he would like to initially focus along the Greenbelt or fully fund the <br />greenways.. <br /> <br /> Mr. Cox said he would agree to focusing on the Greenbelt if is it was tied in with <br />economic development. <br /> <br />Ms. Richards noted that Council has akeady designated three corridors as priorities. <br /> <br />Mr. Cox supported Mr. Lynches suggestion, but the other three Councilors did not. <br /> <br /> Mr. O'Connell noted that Council has added $1.5 million to the capital budget, and <br />he will bring back recommendations as to how this could be funded. <br /> <br />Clerk <br /> <br /> <br />
