47

It was the consensus of Council to have the City Manager form the committee.

.REPORT: McFNTIRE PARK PROCESS

Ms. Judith Mueller, Director of Public Works, outlined a process for
recommending renovations to Mclntire Park, including establishing a steering committee
composed of two Councilors, two Planning Commissioners, two Parks and Recreation
Advisory Committee members, two City residents, at-large, and one County
representative, and a public process. Ms. Mueller said that the Parks and Recreation
Advisory Committee supports the proposed process.

Mr. Caravati asked if there is a timeline attached to the process, and Mr. Will
Rieley who will provide design services for the Park, said that it is expected to be a six to
nine month process, depending on the public component.

Ms~ Richards said it is possible that the committee might develop unrealistic
expectations for the Park and suggested that Council should decide if it will have
constraints for the committee. Ms. Richards wondered if the community center is
realistic.

Mr. Lynch said that some things could be highlighted as dependent on private
funds.

Mr. Caravati said it will be the job of the steering committee to gather
information.

Ms. Mueller said it is not the intention of the committee to make specific
recommendations.

Mr. O'Connell suggested that the committee could have one recommendation that
can be done financially.

Mr. Lynch said that open spaces seem to be what the public wants which is less
expensive.

Mr. Cox said he does not want to restrict ideas, but is not sure we want more
athletic fields or community centers, and argued for narrowing the charge to study
priorities that have akeady emerged. Mr. Cox said Council could highlight ten priorities
for the committee to work on.

Mr. Lynch asked if the County parkland adjacent to the Meadowcreek Parkway
would be part of this, and Mr. Rieley said he thinks so.

Mr. Toscano asked how the committee will be appointed, and Mr. Caravati said
he assumes Council would advertise for the citizens at-large and the other committee
would select their representatives.

Mr. Toscano said he would like to see creative people on the committee. Mr.
Toscano said the committee could think about proposal that would generate revenue such
as naming rights, etc.

It was the consensus of Council to approve the process for development of a
Mclntire Park Master Plan.

.,CONSENT AGENDA

On motion by Mr. Lynch, seconded by Ms. Richards, the following consent
agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr.
Lynch, Ms. Richards, Mr. Toscano. Noes: None.

a. Minutes of February 20 and March 5
