54 <br /> <br />services, and asked if the nurses will remain if the program is not funded. Mr. Toscano <br />questioned whether the University of Virginia Nursing students could be given a grant to <br />administer the program. Mr. Toscano said that if Council is going to consider funding <br />this program, he would like Funding for the Free Clinic and SHE on fhe table and <br />compared to the Nursing Clinic. Mr. Toscano said funding this program would not be <br />fair to all who go through the budget process. <br /> Mr. Caravati said he would prefer to move forward and consider funding the <br />program out of Council reserve after the budget so that more information can be received, <br />but is willing to provide $5,000 as a symbolic gesture, conditional on no release of <br />money until more information is received and conditional on a matching amount from the <br />Housing Authority. All Councilors except Mr. Toscano agreed with Mr. Caravati's <br />recommendation. <br /> Mr. Cox said he feels the Piedmont Housing Alliance Housing Counseling <br /> Program is worthwhile as intensive counseling is required for homeownership by Section <br /> 8 recipients. Mr. Cox said he does not know what providing half of the funding would <br /> do, but he proposed providing $10,000. Mr. Cox noted that this program is in line with <br /> Council's priorities. <br /> Responding to a question from Councilors, Mr. Kenneth Martin, member of the <br /> CDBG Task Force, said that the proposal was turned down by the Task Force because <br /> they felt the Homebuyers Club does the same thing. <br /> Mr. Toscano noted that providing money for this program ~vould allow PHA to <br /> move money they currently use to fund this program to another place. <br /> Ms. Richards suggested that PHA go through the budget review process for this <br /> program next year and Councilors supported this suggestion. <br /> Ms. Peacock said Piedmont Virginia Community College (PVCC) has requested <br /> an additional $8,677 for more maintenance and distance learning, but staff feel this <br /> amount should come from the State. <br /> <br />Mr. Caravati said he tends to support the request. <br /> <br /> Mr. Lynch said he could support the request in exchange for a commitment on <br />PVCC providing programs in the City, but Mr. Caravati pointed out that PVCC is already <br />committed to this. <br /> <br />It was agreed that no additional funding would be provided to PVCC. <br /> <br />Festival Funding <br /> <br /> Responding to a question from Councilors, Ms. Peacock said she assumes that the <br />in-kind services provided to the African-American Festival by the City would continue. <br /> It was agreed that $3,000 would be provided to the African-American Festival. <br /> It was agreed that $2,500 would be provided to First Night Virginia. <br /> <br />No funding was recommended for Downtown for the Holidays. <br /> <br />Capital Budget <br /> <br /> Ms. Richards requested that fund balances for capital projects be provided to <br />Council as part of next year's budget. <br /> <br /> Mr. Lynch asked if there is adequate funding to construct bathrooms in the <br />Downtown Recreation Center. <br /> <br /> <br />
