62 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, April 4, 2001 AT 7:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - April 4, 2001 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> There was support to discuss funding for the following: Piedmont Virginia <br />Community College, Thomas Jefferson Planning District Commission, Piedmont <br />Housing Alliance, Computers 4 Kids, Shelter for Help in Emergencies, and Quality <br />Community Council. <br /> <br /> Ms. Linda Peacock, Assistant City Manager, said that staff did not recommend <br />additional funding for PVCC because it was felt that the things requested are the province <br />of State government, not local. <br /> <br /> Mr. Lynch said he feels we get a tremendous amount for what we put into PVCC, <br />and Mr. Caravati concurred. <br /> <br /> Mr. Toscano suggested that any increase be factored into next year's <br />consideration, as this is funding to make up for a decrease in State funding, and next <br />year's increase would be determined on this year's amount if not otherwise noted. <br /> <br />Mr. O'Connell he feels it would be better to sunset the funding. <br /> <br /> Ms. Richards said she is not sure she is prepared to make the jump <br />philosophically that local governments should pick up more of the expenses for the <br />community college without more discussion. <br /> <br /> Councilors agreed to provide the additional fimding for PVCC and to sunset the <br />funding, with Mr. Toscano opposing. <br /> <br /> Mr. Lynch asked how much PVCC contributes to the program at Jefferson School <br />and the Connected Community, and Ms. Peacock said that cannot be determined by the <br />information provided. <br /> <br /> Mr. Toscano said that the additional funding requested by TJPDC is for a State <br />mandated program and therefore someone has to provide it. <br /> <br /> Mr. Lynch said he is inclined to support the additional funding as the programs <br />are important. <br /> <br />Councilors agreed to provide the additional funding for TJPDC. <br /> <br /> Mr. Lynch said he would support additional funding for non-residential services <br />at SHE as their facility costs have gone up. <br /> <br /> Ms. Peacock said that the residential program is fully funded and the other <br />funding for SHE increased by 3%. <br /> <br />Council did not support additional fimding for SHE. <br /> <br /> <br />
