64 <br /> <br /> Mr. Cox asked if rent was factored into fund raising efforts for Computers 4 Kids, <br />and Ms. Richards said it was factored into the budget, but they did not fully understand <br />what the rent structure would be. <br /> <br /> Mr. Cox asked if Council would be setting a precedent for paying rent for non- <br />profits, and Ms. Peacock said that rent is considered as operational costs for all non- <br />profits. <br /> <br /> Mr. Cox said he is aware of other agencies that have received grant funding for <br />rent, but he is willing to provide a level of support to see the program succeed. Mr. Cox <br />said it could be provided as a challenge grant, with the City providing half and the other <br />half raised from elsewhere. <br /> <br /> Mr. Caravati said his only problem is that this has been requested outside of the <br /> budget process. <br /> <br /> Mr. Lynch suggested that the group that attended the Connected Community <br /> session'be approached for additional funding. Mr. Lynch said he would like to look at <br /> this as one time funding, and Mr. Cox agreed. <br /> <br /> Mr. Toscano said he supports the Connected Community, but his problem is how <br /> this came to Council outside of the budget process. Mr. Toscano said he feels that once it <br /> is funded it will always be funded. <br /> <br />All but Mr. Toscano supported funding the progran~ <br /> <br /> Mr. Caravati said that Council voted to provided $250,000 to QCC over a three <br />year period, $150,000 the first year and $50,000 the next two years, and there has been <br />some suggestion that this is not appropriate and he wanted to give Council an opportunity <br />to discuss it. <br /> <br /> Mr. Cox asked if Ms. Small-Toney has changed her thinking about this, and she <br />said that with the estimated current balance of $90,000 in the QCC budget, she does not <br />think it will be a problem, at least for the next year. <br /> <br /> Mr. Cox said if there is a problem, the $50,000 for the third year could be folded <br />into the second year.
