APPROPRIATION: <br /> <br />$20,000 - Lewis and Clark Festival Grant <br />(carried over) <br /> <br />ORDINANCE: "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTIONF O DELEVAN STREET RIGHT-OF- <br />WAY" (2nd reading) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said that he had received a complaint l~om a downtown business person <br />about the harsh and unattractive lights on the mall, and said he understands that a petition <br />is being circulated as well. Mr. Cox said he thinks this is something staff should be able <br />to handle. <br /> <br /> Mr. O'Connell said he will look into the matter further, but said that the lighting <br />was increased at the request of downtown businesses. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Council voted to go into <br />closed session for the purpose of appointing members to various City boards or agencies, <br />as authorized by Section 2.1-344(A)(1) of the Virginia Code, and for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property near <br />Douglas Avenue and property on West Main Street. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Lynch, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted t~om open meeting requirements by Virginia law were discussed in the closed <br /> <br /> <br />
